Help

OIRA oversees Federal regulations and information requirements, and develops policies to improve government statistics and information management. It is comprised of six branches: the Transportation and Security Branch; the Food, Health, and Labor Branch; the Natural Resources and Environment Branch; the Information Policy Branch; the Privacy Branch; and the Statistical and Science Policy Branch.

As a ECONOMIST, GS-0110-13/14, your typical work assignments may include the following:

This position is located in the Office of Information and Regulatory Affairs, Office of Management and Budget. The Division includes economists, policy analysts, and attorneys specializing in a variety of fields. The applicant is expected to:

  • Examine the economic consequences of regulatory activities, primarily including, but not limited to, tax, financial, education, and small business policy. The candidate may also examine the economic consequences of regulatory actions related to public health, healthcare, occupational safety, transportation safety, homeland security, labor, energy, environment, housing, immigration, and civil rights.
  • Assist with meeting the objectives of Executive Order 12866, Executive Order 13563, Executive Order 13771, and the Paperwork Reduction Act and provide analytical support to OMB policy officials on a variety of regulatory issues as well as understand, and confirm agency analyses comply with, the requirements of OMB Circular A-4, "Regulatory Analysis."
  • Draft reports on the benefits and costs of regulation. Monitor and review regulations issued by Federal agencies to determine whether they are consistent with the President's regulatory policy, Executive Order 12866, Executive Order 13563 and Executive Order 13771.
  • Analyze the economic impact on regulated entities of proposed regulations and public policies.
  • Compile data to respond to external inquiries and requests for data. These include communications with government officials, academics, small business associations and trade groups, and Congress.
  • Provide authoritative information and analysis to Office of Management and Budget policy officials on proposed regulations and key public policy issues.
  • Develop economic tools to evaluate current conditions and project future trends in the overall economy, and measure the impact of fiscal policy and programmatic changes on the economy.
  • Research the effectiveness, benefits and costs of policies and spending programs, developing econometric or other economic models, particularly with respect to macroeconomic effects.
  • Participate in a variety of cross-cutting research studies with other staff members in the Office of Information and Regulatory Affairs, other divisions of OMB, and other Federal agencies.
  • Review current economic and technical literature for concepts, conclusions, and data.
  • Critique materials for consideration by the Council of Economic Advisors, the National Economic Council and the Domestic Policy Council. Review legislation, testimony, and speeches for delivery by Administration spokespersons.
  • Work with staff and policymakers throughout OMB, EOP, and other agencies on a range of issues.
These duties require use of economic, statistical, and other quantitative techniques.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS:

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;

OR

B. Combination of education and experience-courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

AND

In addition to meeting the basic entry and time-in-grade requirements above, applicants must meet the following specialized experience.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates: (a) participation in economic studies, research, and analyses (such as in the drafting of regulatory impact analyses, or other policy, or program assessments) which have been undertaken to help develop policies or strategies to resolve urgent, practical problems in the fields of tax, finance, education, consumer protection, anti-trust, trade, macroeconomics, fiscal or monetary policy, public finance, benefit cost analysis, applied microeconomics, or econometrics; (b) applied economic analysis of regulation in the areas of tax, finance, education, consumer protection, anti-trust, or trade policy in order to inform decision making by identifying significant economic and legal issues, with an emphasis on regulatory costs and benefits, and alternative regulatory approaches; (c) development and presentation of oral briefings and succinct written products to higher-level decision makers that describe and summarize complex analyses, policy options and implications, and policy recommendations; and (d) the development of strategies to improve the effectiveness of regulatory policies in the aforementioned subject areas (especially tax, finance, or education policy), particularly regarding supporting economic analysis.

This position requires more experience with complex analysis and independent work than the experience required for a GS-12.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
