Summary

This position is located in the Employment and Training Administration, Office of Workforce Investment (OWI), Division of Indian and Native American Programs. OWI is responsible for providing national leadership, oversight, policy guidance, and technical assistance to the workforce system including the Indian and Native American (INA) employment and training grant programs (youth and adult).

Duties

Major Duties

  • Conducts program reviews, both administrative and financial
  • Reviews, certifies, and approves program and financial reports
  • Develops and provides technical assistance strategies for grantees;
  • Prepares accurate analysis and reports and responds to a wide variety of inquires and audits to assess and analyze program data;
  • Interprets statutory and regulatory provisions and provides guidance to assigned INA grantees and workforce system verbally and through written guidance;
  • Prepares, edits and reviews Funding Opportunity Announcements, press releases, talking points, briefing documents, correspondence and other documents; and
  • Analyzes findings to develop recommendations and options for new initiatives and participants as a recognized expert in work groups and in making professional presentations on subject areas.
  • Provides training and technical assistance through workshops, webinars, webcasts and other forms of digital media.

Qualifications

SPECIALIZED EXPERIENCE: GS-11

Applicants must have 52 weeks if specialized experience equivalent to at least the next lower grade level, GS-09. Specialized experience is defined as experience that has provided the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the postition. Specialized experience is demonstrated as:

Experience providing technical assistance to grantees that provide services to youth and adult justice involved individuals

Experience analyzing legislative or regulatory guidelines and providing guidance to grantees on program requirements;

Experience writing and editing grant solicitations and briefing materials; and

Experience assessing program data and preparing performance analysis reports.

SPECIALIZED EXPERIENCE GS-12

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of, GS-11. Specialized experience is defined as experience that has provided the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is demonstrated as:

Experience providing technical assistance to employment and training grantees and/or tax credit program grantees focused on individuals who are either justice-involved (criminal records); migrant and seasonal farmer workers or others in rural communities with barriers to employment; and/or older workers;

Experience analyzing legislative or regulatory guidance and providing guidance to grantees on program requirements;

Experience developing Funding Opportunity Announcements, press releases, talking points, briefing documents, correspondence and technical assistance tools; and

Experience assessing and analyzing program data and preparing performance analysis reports.

Experience in working with Indian tribes and communities in the development and administration INA employment and training programs 

Experience with the unique government to government relationship the tribes and Alaska Natives including but not limited to the principles of Indian self-determination and self-governance and the Alaska Native Claims Settlement Act that governs aboriginal land claims in Alaska and applies principles afforded to Alaska Natives through the 12 regional corporations and over 200 local villages.

Education

GS -11:

Ph.D. or equivalent doctoral degree  or  3 full years of progressively higher level graduate education leading to such a degree  or  LL.M., if related

Education at the graduate level in an accredited college or university in the amounts shown above meets the requirements for positions at                               GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable

GS 12:  1 year experience equivalent to at least next lower grade level.

You will be evaluated for this job based on how well you meet the qualifications above.

If you meet the minimum qualifications, you will be evaluated against the evaluation factors below and will be placed into a category based on your vacancy question responses.

Category A - Meets the basic qualification requirements for the vacancy and has extensive experience and analyzes data to identify operational deficiencies, make recommendations for effective program monitoring, risk assessment, project management and program development. 
Category B - Meets the basic qualification requirements for the vacancy and has substantial experience and analyzes data to identify operational deficiencies, make recommendations for effective program monitoring, risk assessment and mitigation strategies, project management and program development.
Category C - Meets the specialized experience described in the minimum qualifications requirements and demonstrates proficiency in analyzing data to identify operational deficiencies and make recommendations for effective program monitoring, risk assessment and mitigation strategies, project management and program development.

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

Grant Management: Develops and applies knowledge of statutes, regulations, and ETA policies and standard operating procedures. Conducts day-to-day grant management and performs analyses of grant related data and policy, works with other program offices in the administration of ETA grants.

Compliance Assistance: Communicates federal and grant award requirements to grantees to ensure understanding.  Develop and deliver comprehensive understanding of negotiated performance outcomes, ensure that the grant is operated in accordance with required program, administrative and budget requirements. Ensures that grantees resolve outstanding issues with audits.

Oversight and Monitoring: Conducts risk assessments of grants, quarterly desk reviews, performance analysis of quarterly program and fiscal reports, , develops and conducts monitoring plans, produce final monitoring reports identifying findings and/or recommendations.

Technical Assistance: Develop and provide technical assistance strategies to grantees. knowledgeable of systems of use such as EBSS, grants.gov, GEMS, and GPMS. provide assistance to grantees in resolving problems or troubleshooting.
