Duties

Help

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Alaska Region, Environmental Analysis Section 1, in Anchorage, AK. The incumbent functions as the Alaska Region’s technical expert on issues and analyses on subsistence activities, cultural systems, environmental justice, and historic and prehistoric archeological resources.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

  1. Uses comprehensive knowledge of subsistence activities, cultural systems, environmental justice, and archaeological resources to apply scientific findings, developments, and advances to environmental impact assessments; which may include issues that are highly controversial in nature and unique to Alaska and OCS environments.
  2. Prepares environmental analyses of potential impacts to socio-cultural resources for EIS’, EAs and other environmental documents.
  3. Collects, analyzes, interprets, and portrays, in writing, existing scientific information as it relates to socio-cultural resources and the potential effects of offshore oil and gas activities on these resources.
  4. Assesses the adequacy of existing data and information on subsistence activities, cultural systems, environmental justice, and archaeological resources relevant to environmental analysis, consultation, OCS Program activities, and management needs for planning areas in the Alaska OCS.
  5. Provides expert technical advice and support for BOEM-funded studies related to subsistence activities, cultural systems, environmental justice, and archaeological resources.
  6. Maintains records of technical socio-cultural and archeological data and information used to support environmental analyses.
  7. Prepares requests from BOEM to other agencies and organizations to obtain specific information and data on cultural and archeological resources for the preparation of EIS’ and EAs.
  8. Initiates drafts, reviews, and recommends environmental studies/research to meet program needs relating to subsistence activities, cultural systems, environmental justice, and archaeological resources.

The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information: GS-11: $69,349-$90,160 per annum. GS-12: $83,121-$108,061 per annum. GS-13: $98,842-128,492 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying.  

(1) Basic Educational Requirements:

In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:

A. Degree: behavioral or social science; or related disciplines appropriate to the position.

-OR-

B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

-OR-

C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

(2) Specialized Experience:

GS-11

To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  Specialized experience is defined as demonstrated experience: 1) writing scientific technical documents on socio-cultural issues; and 2) identifying, interpreting and/or analyzing socio-cultural and/or subsistence resources that are affected by environmental development activities.

Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

-OR-

Combination of education and experience: appropriate combination of education and experience that totals 100%. Note: Only graduate level education in excess of 36 semester hours may be applied toward the combination at this grade level.

*Note: You may not substitute education for experience at the GS-12 and GS-13 levels.*

GS-12

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  Specialized experience is defined as demonstrated experience: 1) writing scientifically defensible analyses for NEPA documents on socio-cultural issues; 2) identifying, interpreting and/or analyzing socio-cultural and/or subsistence resources that are affected by environmental development activities; and 3) participating in the Tribal consultation process.

GS-13

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  Specialized experience is defined as demonstrated experience: 1) writing scientifically defensible analyses for NEPA documents on socio-cultural issues; 2) identifying, interpreting and/or analyzing socio-cultural and/or subsistence resources that are affected by environmental development activities; 3) participating in the Tribal consultation process; and 4) representing an organization at public meetings, hearings and/or scientific conferences.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior.
