Duties

The position is located in the Wyoming State Office and serves as the Bureau of Land Management’s (BLM) Western Association of Fish and Wildlife Agencies (WAFWA) Management Zone II Project Lead for Greater Sage-Grouse plan implementation in Wyoming. The incumbent leads an oversight team in coordinating activities across the management zone including planning, disturbance tracking, and monitoring. This position serves as the liaison to the State Director for Wyoming for the implementation of the Greater Sage-Grouse plans. This position will be the alternate for the State Director for Wyoming on numerous interagency committees and working groups that address conserving and restoring greater sage-grouse habitats while continuing to support responsible development. The incumbent serves as the key staff person for the State Director at stakeholder and regional governance coordination meetings and as such has the authority to speak for and represent the State Director at these meetings. Activities will include but will not be limited to: Plan implementation including interagency landscape level planning to conserve sage-grouse and its habitats; recommending landscape level restoration and development projects for approval by the line officers; reporting land health and sage-grouse objective(s) compliance in sage-grouse habitat areas; and Public and interagency coordination.

This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience--courses equivalent to a major, as shown above, plus appropriate experience or additional education.

You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.

Qualifications

Specialized Experience Requirements:

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled.

Examples:

Experience in applying planning principles and interpretation of agency policy, laws, and regulations.

Experience leading or participating on regional teams tasked with developing strategies for implementation of natural resource conservation plans.

Experience working with a variety of Federal agencies, State and local governments, user groups, industry and other special interest groups.

Experience facilitating interdisciplinary groups to develop implementation practices that may be controversial in nature.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

This Temporary Promotion may be extended up to a maximum of 4 years without further competition. However, it may be terminated at an earlier date should management determine a need no longer exists. At the end of the temporary promotion, you will be returned to the position from which you were temporarily promoted, or to a different position of equivalent grade and pay. This will not be considered an adverse action. At the time of the change to lower grade, your pay will be set according to BLM pay setting regulations.

You will be evaluated for this job based on how well you meet the qualifications above.

The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

1. Skill in applying theories, principles, concepts, and practices of the management of natural resources, land, ecosystems, multiple use programs, and wildlife habitat.

2. Knowledge of land and resource management legal authorities, functions, and programs as they relate to multiple use and sustained yield or resources management programs.

3. Knowledge of public lands resource programs, National Environmental Policy Act (NEPA) analysis, and resource management planning.

4. Ability to recommend resolution of contested resource management and ecosystem related issues through oral and written communication.
