Duties

Help

This position is 100% telework and can be filled in any city; the selected candidate will be expected to work remotely. Some travel will be expected.

The Health System Specialist is responsible for conducting qualitative and quantitative analysis to assess the effectiveness of programs throughout the Department of Veterans Affairs. The analysis will identify strategic measures, ensure maximum impact of OIG oversight, and direct the OIG into new areas of review.

As a Health System Specialist, you will:

  • Conduct qualitative and quantitative analysis to measure effectiveness and efficiency of changes made in the VA programs and facilities due to OIG recommendations from oversight activities.
  • Extract and analyze data from Departmental database systems, reports and other sources of information to supplement OIG inspections and investigations; integrates research based literature into information applied to inspections and case reviews.
  • Coordinate study and examination of current and projected issues, problems, and trends in healthcare, benefit and cemetery administrations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 

  • Experience initiating and structuring statistical data collection and analyses within a healthcare environment; AND
  • Experience extracting and analyzing data from national data and reporting systems using statistical methods; AND
  • Experience developing statistical input for executive summaries

    OR Special Provision for In-service Placement:
    Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
    • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic Government administrative policies and requirements;
    • Practical assignments providing an opportunity to apply a broad range of quality assurance and health care program inspections and evaluation skills. (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
    • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust – Background Investigation will be required.
- Must successfully complete a background investigation.
