Duties

Help

The duties include:

  • Manages the development and implementation of publishing methodologies, services and strategies for NSF information. Establishes and maintains liaison with the NSF directorates and programs to identify their publishing and dissemination requirements and to translate their requirements into creative electronic and print products.
  • Provides leadership to the Foundation in technical and design issues related to formatting and presenting information electronically and in print and leads the development and implementation of policies, standards and procedures governing electronic and print publishing for NSF. Recommends long and short-term goals and objectives, solves problems and resolves controversies and differences of opinion regarding publishing activities.
  • Develops policy and procedures governing electronic and print publishing for NSF and identifies OMB regulations, policies and procedures relevant to electronic and print publishing. Communicates effectively to employees at all management levels throughout NSF to persuade and encourage adherence to NSF and OMB requirements making significant contributions through advice on implications of proposed management decisions with respect to publishing procedures, contracts and costs.
  • Manages the development and implementation of automated solutions to a variety of electronic and print publishing need and problems.   Evaluates and recommends to the Branch Chief and NSF management proposed solutions to electronic and print publishing requirements. Actively participates in operational changes related to applying new publishing and dissemination methodologies.
  • Provides authoritative and expert advice in coordinating the efforts of all personnel involved in electronic and print publishing and serves as the agency expert in graphic design standards, desktop publishing, print production methods, and open and evolving web document standards such as HTML, CSS JavaScript, PDF, and XML.
  • Conducts ongoing research in advances in technologies and disciplines related to formatting and presenting information on the Web and in print and provides leadership to other NSF organizations in determining significance of these advances and in adopting and adapting to these changes. Develops demonstration projects using new technologies and methods and provides outreach to those interested in adopting the demonstration projects in their publishing efforts.
  • Sets priorities and goals and establishes deadlines and ensures timely completion of work assignments. Assigns work according to complexity of the work and capability of the employees. Recommends and discusses with Branch Chief needed changes in work priorities and operations. Evaluates work performance, identifies training needs, recommends personnel for training and reviews training applications.
  • Approves leave requests. Participates in review and improvement of work methods and participates in the structuring of positions to eliminate unnecessary steps and achieve optimum content in Section positions. Prepares and approves content of positions descriptions.

Qualifications

To qualify at the GS-14 level, an applicant must have one year of specialized experience equivalent to the GS-13 level in Federal Service. Examples of specialized experience include supervising and managing a staff responsible for all aspects of publication design and production for a periodical, major report, and/or marketing and communications material for an organization; using research-based web design and usability methodologies to develop designs, layouts, and information architectures for web sites or web applications; developing and implementing methodologies, services and strategies for presenting and communicating information electronically and/or in print; developing, implementing and communicating policies, procedures and standards for publishing information online and/or in print.

CANDIDATES WHO ARE NONCOMPETITIVELY ELIGIBLE, OR DO NOT MEET THE MINIMUM QUALIFICATION REQUIREMENTS, OR DO NOT SCORE IN THE BEST QUALIFIED GROUP, MAY BE CONSIDERED FOR A DETAIL TO THIS POSITION IN LIEU OF A TEMPORARY PROMOTION.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

Additional information

* Applicants must obtain their supervisor's approval to apply for any detail opportunity.
* Any candidate selected for a detail will remain at his/her current grade and rate of pay.
* This detail/temporary promotion is for a period of (120-days) and may be extended up to (one year) without further competition.
* The detail/temporary promotion may be terminated at any time during this period.
* Upon conclusion of the detail/temporary promotion, you will be returned to your former office and position/grade.

Relocation Expenses will not be paid.
