Summary

In this position, you will provide oversight (audits, evaluations and inspections) across the full spectrum of programs, policies, procedures and functions of the Intelligence Community, Special Access Programs, Nuclear Enterprise and related security issues within the Department of Defense.
Perform reviews and critical assessments of programs in areas in support of the Lead Inspector General mission. Incumbent applies advanced analytical methods and techniques and organizes and applies broad, comprehensive knowledge of the law, regulations, directives, functional policies, procedures and techniques related to the oversight of overseas contingency operations to develop viable programmatic and policy options related to recommendations developed from the lessons learned initiative.
Document findings, prepare reports, ensuring adherence to report procedures, formats and protocols, providing supporting documentation, cross references or other information. Provide recommendations and conclusions with justification; define corrective action needed to address identified problems and issues. Identify potential areas of disagreement with the area being reviewed and makes recommendations to minimize formal non-concurrences. Considers and resolves issues on factual matters to ensure balanced and accurate results.
Develop and implement follow-up plans to track implementation of oversight work results; tracks and reports on follow up as required.
Develop plan, methodologies and approaches for analyses or evaluations conducted independently or as part of a team; define scope, objectives and resources required for projects; conducts studies and evaluations, adapting plans and procedures as necessary to meet established goals and objectives; gathers data, through review of complex documents and information and through on-site visits and interviews with responsible staff.
May act as team leader on assigned projects; provide instructions to team members, assign work, provide training and review work products, ensuring responsive results and adherence to established goals and time frames.
As directed, provides comprehensive support to the reporting process to include research, analysis, and writing services. Written reports are released to Congress, other federal agencies as well as foreign governments and non-government organizations.
Researche and write reports that are accurate, timely and suitable for the intended audience, occasion, and purpose. The development of these reports requires knowledge of Department of Defense (DoD), Department of State, U.S. Agency for International Development, and the OCO programs and services. Excellent writing and editing skills are required. The end product should be ready for release with little or no rewriting required.
Utilize the knowledge of the Federal oversight work products and planned programs to assist program directors and the DIG OCO in the preparation and presentation of complex materials or highly complex issues before a wide variety of audiences; also uses information to assess the political and institutional environment where decisions affecting the DoD OIG responsibilities are made and implemented.
Knowledge of DoD organizations, missions, functions, and strategic objectives to conduct and support evaluations;
- Knowledge of and/or direct experience with the activities related to overseas contingency operations (military, diplomatic, or humanitarian);
- Knowledge of and/or direct experience with an oversight agency (audit, evaluations, or investigations);
- Knowledge of and/or direct experience with DoD budget formulation and review and the Federal budget cycle and activities;
- Extensive knowledge of DoD and Federal sector objectives, programs, goals, operations, and best practices and private sector management practices to apply them to assigned projects and studies;
- Expert knowledge of qualitative and quantitative analysis techniques to conduct analyses of programs;
- Skill in the conceptualization and design of methodologies for evaluations and program reviews;
- Expert skill in analyzing data and information to identify issues and develop conclusions and recommendations;
- Skill in written and verbal communication to present evaluation findings, brief leadership and negotiate acceptance of corrective action;
- Ability to establish and maintain effective working relationship with internal staff and external organizations to maintain awareness of ongoing operations and to conduct reviews.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 for the GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 for the GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 for the GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
