Summary

This position is located in the National Credit Union Administration (NCUA), Office of External Affairs and Communications (OEAC). The position serves as the Director for the Division of Communications. The incumbent will be responsible for leading and providing leadership over the agency's comprehensive communications programs. This includes managing a complex communications plans and programs to inform the public of the NCUA's goals, plans, and activities through various media outlets.

Duties

Help

Supervise and direct the Division of Communications staff.
Lead the design and implementation of the communication strategies, platforms, and materials plan to promote and support the NCUA's mission, goals and objectives.
Develop industry standard, technical, and multi-media strategic approaches to convey the NCUA information to include: news releases; websites; intranet sites; other digital media; news and feature articles; photographs; video productions; brochures; pamphlets; personal appearances and speaking venues.
Provide Board Members with background materials, and assistance with their media and press. Research and prepare material as needed for the Chairman and Board Members.
Manage the NCUA's publications, website and news releases. Assists in spoke person role, speeches and talking points; assists Chairman in press appearances. May provide technical guidance and assistance for the preparation of speeches and articles for agency personnel depending upon the subject matter and office. Incumbent clears for public presentation speeches/articles by NCUA staff.
Plan publicity strategies and initiatives. Oversees presentations and press releases. Identify most appropriate message(s), develop customized talking points, quotes, columns, op-eds and speeches. Handle/oversee inquiries from the public, the press, and/or related organizations.

Qualifications

You must have one full year of specialized experience equivalent to the next lower grade level in federal service in order to qualify for this position.

To qualify at the CU-14 level, you must have one full year of specialized experience equivalent to the CU/GS-13 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience developing communication initiatives; managing communication and marketing resources and/or programs; developing targeted and/or tailored communication products for outreach or stakeholders; and providing technical direction for multimedia and digital policies within an agency/organization.

To qualify at the CU-15 level, you must have one full year of specialized experience equivalent to the CU/GS-14 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience planning and directing agency wide communication initiatives, projects or studies; providing technical direction for public relations multimedia and/or digital policies within an agency/organization; and preparing and distributing content to promote an agency awareness.

Additional information

If you are selected for this position at the CU-14, you may be non-competitively promoted to the next level provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, and fulfillment of the necessary qualification requirements.

Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.

SALARY: Pay will be set using NCUA's compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which does not include locality pay. Actual salary will be determined upon the location of selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied. The 2019 locality rates, by location, can be found on the NCUA Careers webpage under the NCUA CU Pay Structure.

EXCEPTION: If you are a current NCUA non-supervisory employee and you are selected for reassignment into a supervisory position, management will consider your current salary in relation to the duties and responsibilities of the new position. You may receive up to a 10% salary increase, not to exceed the National Pay Rate (NPR) of the pay grade.
