Summary

The position is located in the Department of Veterans Affairs (VA), Mid-South Health Care System (VISN 9), Human Resources (HR) Office in Nashville, TN. The primary purpose of this position is to assist the HR Officer and staff in carrying out regular and recurring HR functions. Primary duties involves performing a wide variety of interrelated or nonstandard HR assistance and support work within HR while functioning as clerical support for the service.

Duties

Help

The Human Resources Assistant (Rec/Plac/OA) performs record keeping, administrative, recruitment and placement, office coordination, and other personnel action processing support to help plan, coordinate, develop facts, and/or resolve a wide range of support problems within HR while functioning as clerical support for the service. Duties and responsibilities include, but are not limited to:

  • preparing and maintaining records within human resources both physical and electronic;
  • performing reviews and audits of records for completeness and/or accuracy;
  • updating/maintaining a variety of computerized databases;
  • conducting New Employee Orientation in person and/or via virtual environment;
  • fielding calls and tracking documentation;
  • maintaining calendar; scheduled appointments;
  • responding to emails or other forms of communication to help resolve complaints;
  • researching regulations;
  • completing recruitment actions;
  • facilitating on-boarding and other actions related to employee file updates;
  • supporting other administrative areas within the VISN office;
  • and other related duties/assignments as appropriate for this position

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 and for the GS-07 you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factors are associated with this position. This position has a typing requirement (https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards). You must be able to type 40 words per minute and use office automation software.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-06 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance. You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to
    • Administrative Support duties such as answering phone calls, taking messages, greeting visitors, typing, filing, sorting and distributing mail, handling office documents and maintaining appointments.
    • Data maintenance: Use of a web-based data management program preparing data for computer entry by compiling and sorting information; establishing entry priorities. Verifies entered customer and account data by reviewing, correcting, deleting, or reentering data; combining data from both systems when account information is incomplete; purging files to eliminate duplication of data. Audits system for accuracy of data entered, Secures information by completing data base backups, Maintains operations by following policies and procedures; reporting needed changes. Maintains customer confidence and protects operations by keeping information confidential.
    • Oral Communication: Establish regular communication with the new employee. Provide clear expectations, direction, coaching, and performance feedback. Connect the new employee with key information, resources, and people within the organization.
    • Written Communication: Preparing documents for review, use of good grammar and limited typos, organizing the details into a logical order, proof reading documents.
You will be rated on the following Competencies for this position:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is sedentary; however, slight physical effort may be required to carry books, computer products, files, etc.
