This position is a mission critical occupation for AHRQ. The position is involved in the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As the Chief Information Officer and the Director, Division of Information Technology, you will be instrumental in developing innovative strategies and action plans to drive successful business outcomes; creating opportunities to enhance the Agency's data and analytics capabilities; and facilitating ongoing efforts to improve essential programmatic and administrative Information Technology (IT) applications. Also you will be responsible for serving as the focal point for the Agency's IT requirements and priorities, including the cybersecurity and privacy programs, enterprise architecture, software application and development, capital planning and investment, infrastructure, and telecommunications support. This position also serves as a member of the Agency's Senior Leadership Team.

Specifically, you will:

  • Supervise a staff of senior IT specialists, administrative staff, and contractors.
  • Direct the development and execution of current policies and procedures for IT systems and support services.
  • Develop a cloud adoption strategy in collaboration with AHRQ Offices and Centers.
  • Coordinate the deployment of AHRQ systems and web sites into Agency-owned cloud-based infrastructures.
  • Ensure the implementation and compliance with various mandates and directives related to Information Technology guidelines, directives and regulations.
  • Manage the Agency's IT programs and priorities and define goals, objectives, plans, and performance measures for the IT services that the Division of Information Technology provides.
  • Plan, implement, direct, and monitor the integration of new technologies into the infrastructure.

QUALIFICATION REQUIREMENTS:
To qualify for this position you must have IT related experience and/or training that demonstrates that you possess each of the following four competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; am committed to providing quality products and services.
  • Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately.
  • Problem Solving - identifies problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the four IT related competencies listed above, in order to qualify for this Chief Information Officer position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Managing an organizations IT requirements and priorities, including the cybersecurity and privacy programs, enterprise architecture, software application and development, capital planning and investment, infrastructure, and telecommunications support; Managing, formulating and executing an organizations IT budget; Overseeing multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefit management, life cycle management, and program governance).

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 10/09/2019.
Current year pay adjustments are not acceptable for verifying TIG (ex. 2019 general increases cannot be used to verify TIG).
