The salary reflects the Rest of U.S. pay scale and will be adjusted to meet the locality pay of the duty location upon selection.

This position is a Criminal Investigator Law Enforcement Officer (LEO). The incumbent primarily conducts investigations of individuals suspected of violating the criminal provisions of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA) and related statutes and associated crimes such as conspiracy, forgery, bank fraud, mail fraud and wire fraud.

Major duties for this position include, but are not limited to, the following:

  • Coordinates the work of team members during investigations; sends leads to other OLMS offices; evaluates information; and modifies investigative approaches.
  • Provides compliance assistance to achieve and improve clientele’s compliance with the regulatory and statutory requirements of the LMRDA and related statutes. Plans and participates in educational compliance assistance seminars.
  • Researches and studies targeting data including financial reports submitted by labor organizations, newspaper articles, tips from union members, referrals from other enforcement agencies, and OLMS computerized databases.
  • Conducts complex and difficult civil investigations to determine if labor organizations violated the Labor- Management Reporting and Disclosure Act (LMRDA) in conducting union officer elections.
  • Prepares comprehensive, well-documented, sign-off quality reports of investigative findings, recommending appropriate disposition.
  • Explains or interprets provisions, policies, and requirements of the pertinent statutory authorities governing the matter under consideration, and encourages voluntary compliance. Works closely with the U.S. Attorney, Assistant U.S. Attorneys, legal staff of the Solicitor's Office, and state prosecutors in preparing cases for   criminal prosecution.
  • Undertakes investigations and audits requiring advanced computer knowledge. Secures computer based evidence in a legally and technically (i.e., forensically) sufficient manner.
  • Secures computer based evidence in a legally and technically (i.e., forensically) sufficient manner. Downloads and converts data from a variety of electronic platforms, including mini-computers, mainframes, networks and stand-alone personal computers.

Qualifications

Specialized Experience Statement

For GS-14: Applicant must have 52 weeks of specialized experience equivalent to at least the next lower graded level, GS-13, in the Federal Services.

You must demonstrate in your resume at least one (1) year of specialized experience equivalent to a least the GS-13 level in the Federal Government.

Specialized experience is defined as experience in a civil/criminal investigation position that requires the responsibility to conduct civil and criminal investigations, interpret complex laws and regulations, use computer applications and analyze computerized data in conducting criminal investigations.

This position is a Law Enforcement Officer (LEO) covered position located in the Office of Labor-Management Standards (OLMS) Office. OLMS administers provisions of the Labor-Management Reporting and Disclosure Act of 1959, as amended (LMRDA), which primarily establishes standards for private sector labor organization democracy and financial integrity, and requires reporting by unions and others and public disclosure of required reports.

Minimum Age Requirements: An applicant must enter a Civil Service Retirement System (CSRS) law enforcement covered position or a Federal Employees Retirement System (FERS) law enforcement covered position not one day later than his/her 37th birthday. Please note: Applicants appointed to Criminal Investigator positions in the Federal service must not have reached their 37th birthday upon appointment to the position unless they previously served in a Federal civilian law enforcement position covered by special civil service retirement provisions, including early or mandatory retirement. This requirement may be waived only for veterans. However, when the  primary duties of these positions are classified as “rigorous” and age is determined to be essential to the performance of the job, a waiver is not required, and may not be authorized.  An individual who has passed the maximum entry age limit but previously served in a covered position, may be eligible for consideration and reinstatement of coverage if he/she will be able to complete a total of 20 years of covered law enforcement service by the time he reaches the mandatory retirement age of 57. Education

There is no substitution for education at the GS-14 level. Applicants must meet the specialized experience described in the vacancy announcement.

Computer Forensics- Knowledge of tools and techniques used in data recovery and preservation of electronic evidence.
