Duties

Help
  • Develop research plan for utilizing space borne remote sensing (multispectral, lidar, and/or radar) imagery to support the inventory, monitoring and analysis of natural resources.
  • Conduct and coordinate research, analyze remote sensing and field-based data, and facilitate the technology transfer of analytical results and investigations.
  • Organize work plans to accomplish research tasks, plans remote sensing data acquisition, field data collection.
  • Analyze the results of scientific research, and publish findings as peer reviewed journal articles.
  • Use modern statistical or scientific programming languages (e.g., R, SAS, Python, C++) to analyze and model large forest research data sets.
  • Develop new tools, techniques, and methodology (including analysis of satellite remote sensing) for forest and rangeland scientific research.
  • Develop and test models of basic plant responses (such as dormancy plant growth, insect and disease resistance) to environmental factors.
  • Use remote sensing techniques such as satellite LIDAR, satellite image time-series to evaluate vegetation response to management treatments and other disturbances in a cost effective manner.
  • Use remote sensing and spatial analysis to address the effects of management practices on long-term susceptibility to fire, insects, wind, climate change, and other forest disturbances.
  • Develop new methods incorporating climate change, human use, and natural disturbances into vegetation management and monitoring regimes.
  • Collaborate with other organizations and individuals to plan and conduct research studies of forest and range ecosystems.
  • Provide information on the status, extent, and characteristics of forest and rangeland and their change over time to decision makers, stakeholders, and the public.
  • Use statistical modeling to extract ecological signals (disturbance, drought stress, growth, recovery, phenology, etc.) from a combination of multi-spectral satellite imagery and field-based data for natural resource scientific research.
  • Conduct analysis of multi-temporal satellite remote sensing time series and integration with regional field inventories to produce consistent information on resource status and trends.

This is an interdisciplinary position and may be filled in any of the job series listed below.

Basic Requirement 0460 Forester Series:


Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:
Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.
Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.
Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.
OR Combination of education and experience -- courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown above, plus appropriate experience or additional education.
Basic Requirement 0408 Ecologist Series:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:
GS-12: One year of specialized experience at or equivalent to the next lower grade level (GS-11). Specialized experience is defined as meeting all of the following statements:
--Planning and conducting research on the adaptive capacity of forest, and rangeland ecosystems in response to disturbance, climate changes, and human use. --Disseminating research findings through technology transfer activities, including scientific publication, refereed journals, technical conference presentations, and workshops. --Conducting multiscale research field studies involving vegetation, climate, physiography, and/or soil with modeling to determine response to ecosystem processes.

--OR-- EDUCATION: Ph.D. or equivalent doctoral degree related to the work of the position. Acceptable fields include forest ecosystem science, forest ecology, quantitative silviculture, landscape ecology, disturbance ecology or related coursework such as restoration ecology/science, forest conservation, community ecology, remote sensing, statistics or other quantitative analysis, forest-based ecological modeling, or dendrochronology.

Qualifying graduate education for the GS-12 level of this position must include research areas related to the work of the position including forest ecosystem science, forest ecology, fire ecology, quantitative silviculture, landscape ecology, disturbance ecology or related coursework such as restoration ecology/science, prescribed fire management, forest conservation, community ecology, remote sensing, statistics or other quantitative analysis, forest-based ecological modeling, or dendrochronology.

Substitution of Education for Experience (HR/SME): not applicable for GS-13 grade level.
