Duties

Help

As a Physical Scientist, you will perform the following duties:

  • Oversee the development and implementation of the National Integrated Drought Information System (NIDIS) Program in accordance with Public Law 115-423 and recommendations from the Director of the NOAA Climate Program Office and relevant advisory boards.
  • Oversee the development and implementation of NIDIS strategic, annual operating, and other programmatic plans and documentation.
  • Engage stakeholders; foster collaborative work among federal agencies, tribes, states, and local governments to help communities cope with the impacts of drought; and coordinate with the scientific community to ensure state-of-the-art science is supported through research undertaken by the program. Maintain familiarity with current research directions, and identify critical research and program needs.
  • Manage the drought early warning system concept for NIDIS implementation and oversee the implementation of NIDIS Regional Drought Early Warning Systems and the Drought Portal.
  • Oversee the NIDIS Program and its team. Develop and manage NIDIS program budget and spending plans. Administer financial awards by developing Announcements of Opportunity, conduct proposal reviews, select and recommend proposals for support, and oversee awards processing and closeout of end-of-year grant actions.

This position requires a Public Trust Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-5 is equivalent to the GS-15.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.  This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy.

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:  

To qualify for the 1301 series:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: 

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. 

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

  • Planning, developing and/or implementing climate weather and/or drought research information programs;
  • Conducting strategic and programmatic planning to include developing program objectives and priorities, formulating budgets and developing operating plans; and
  • Developing and managing stakeholder relationships and/or partnerships to support research and assess the impacts of drought and/or other climate weather related phenomena.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to lead development and implementation of prototypes and/or pilot programs to aid in drought awareness, mitigation, and preparedness.
  • Ability to develop budgets, formulate and execute spend plans, administer financial awards, and develop program staffing plans.

Due weight shall be given to performance appraisals and awards in accordance with 5 CFR 335.103(b)(3), during the interview/selection process conducted by the hiring manager.
