Summary

This position is located in the Information Dissemination Branch, Division of Administrative Services (DAS), Office of Information and Resource Management (OIRM), National Science Foundation (NSF).  The incumbent functions as Branch Chief over the Information Dissemination Branch, which is comprised of two sections, the Design and Publishing Section (DPS) and the Records Management Section (RMS).

Duties

Help

The incumbent is responsible for the direction and supervision (through two subordinate supervisors GS-14), of developing novel NSF information products and web publishing and records management approaches. In addition, the duties include:

  • Evaluates and recommends improvements in existing information dissemination vehicles and records management processes and arranging clearances with the appropriate NSF officials.
  • Formulates and oversees the implementation of Agency policy and guidance for record-keeping in accordance with Agency strategic plan.
  • Establishes and maintains liaisons with the NSF Directorates and Programs to identify their requirements for distributing information and maintaining records and for translating the requirements into creative methodologies for the dissemination of information and the management or records. The audiences for this information include NSF staff, universities and colleges, science and research institutions, the media, other Federal agencies, foreign governments, and the public.
  • Interacts with senior DAS management officials on such matters as recommending new Branch initiatives, overseeing current projects and programs; setting Branch resource allocations and recommending major personnel and organizational changes.
  • Participates in the management of the IDB Branch budget for the Foundation, with specific responsibility for managing the agency's information dissemination- and records management-related expenditures.

Qualifications

To qualify at the GS-15 level, you must have 1 year of specialized experience equivalent to the GS-14 level in Federal Service.  Examples of specialized experience for this position include: 1) developing and managing the budget for an organization, 2) managing the day-to-day operations for a customer-service organization, 3) developing and overseeing the implementation of strategic goals for an organization. 

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category. Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
