Duties

Help
  • Develops or applies techniques for automating information description, classification, and extraction (e.g. auto-classification and auto-categorization).
  • Builds, revises and enforces auto-classification policies and taxonomies.
  • Searches, collects, and preserves information using automated recordkeeping tools, systems, and technologies in response to complex requests that include sensitive information and classified materials.
  • Evaluates the design and usability of information to improve the effectiveness and efficiency of the OIG information life cycle and the organization, navigation and findability of information.
  • Analyzes and synthesizes information to provide insights and advice to leaders to support business decisions.
  • Identifies sources and strategy for content capture, identifies issues associated with sharing content across and outside the agency.

Qualifications

Basic Requirement:
All librarians must meet the requirements for professional education in library science or possess equivalent experience and education as shown for GS-7; however, as a standard practice applicants enter at grade GS-9 on the basis of a master's degree in library science. You must submit your transcripts at the time you apply.

Applicants must meet the requirements specified in paragraphs A or B below.

  1. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

    or

  2. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to meeting the basic entry qualification requirements, applicants must have directly related education and/or specialized experience in the amounts required for the grade level.

For the GS-09
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-07 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as performing detailed research utilizing broad range of information systems in response to authorized requests for information. Applies classification systems (e.g. lists. Trees, hierarchies, facets, system maps, folksonomy and database schemas) to electronic information.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

For the GS-11
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as performing cataloguing by associating metadata with electronic content. Performs detailed research utilizing broad range of information systems in response to authorized requests for information. Applies classification systems (e.g. lists. Trees, hierarchies, facets, system maps, folksonomy and database schemas) to electronic information.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
