Summary

NSF is seeking to fill a Technology and Operations Section Supervisor position. This position is in the Technology and Operations (TO) Section, Systems and Services Branch (SSB), Division of Administrative Services (DAS), Office of Information and Resource Management (OIRM) in Alexandria, VA. The section is responsible for various technology and logistical operations, including the Division IT support, inventory, printing, proposal package processing, and library services.

Duties

Help

The Technology and Operations Section Supervisor leads a team in providing analytical support to SSB-managed or Division-wide multi-functional IT programs and systems.

The duties include:

  • Uses analytic techniques and methods to determine whether existing controls are sufficient for sound management of the IT systems.
  • Performs and directs research efforts by utilizing sophisticated analytical software for statistical, regression, and demographic trends analyses.
  • Leads or participates in project interviews and group meetings.
  • Conducts and leads strategic analysis on issues related to SSB programs such as Inventory Control, printing, PC deployment, library IT operations and user surveys.
  • Develops or leads development of the Technology and Operations section strategic plan which includes establishing goals, short-term and long-term planning, and the steps and resources required to accomplish the established goals.
  • Manages the NSF conference services technology tools outreach and training program in conjunction with the Meeting & Events Management (MEM) Section and Learn NSF in Human Resource Management (HRM), and print shop and library outreach.  This includes planning for resources, developing curriculum, analyzing program requirements and implementing a training schedule for all levels of NSF employees, and developing a holistic outreach program.
  • Designs and implements efforts to publicize technology tools programs and promote educational outreach, train, and supervise team trainers and support staff required for subject matter expertise.
  • Supervises Federal Employees who are engaged in IT program and systems analysis, and administrative and library services. 
  • Provides oversight to a team of contracted personnel engaged in logistics operations support activities, including printing and proposal package processing.

Qualifications

To qualify at the GS-14 level, an applicant must have one year of specialized experience equivalent to the GS-13 level in Federal Service. Examples of specialized experience include the following: managing analytical support to multi-functional programs in regards to the management systems and if they efficiently accomplish the objectives sought by the agency. Utilizes sophisticated analytical software for statistical, regression, and demographic trends analyses for management systems.

In addition to the specialized experience stated above, applicants must have IT-related experience demonstrating each of the following four competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

Additional information

* Applicants must obtain their supervisor's approval to apply for any detail opportunity.
* Any candidate selected for a detail will remain at his/her current grade and rate of pay.
* This detail/temporary promotion is for a period of (120-days) and may be extended up to (one year) without further competition.
* The detail/temporary promotion may be terminated at any time during this period.
* Upon conclusion of the detail/temporary promotion, you will be returned to your former office and position/grade.

Relocation Expenses Reimbursed will not be paid.
