The National Science Foundation (NSF) Division of Information Systems (DIS) is seeking a Project Manager for the IT Program Management Office (PMO) in the Security, Architecture, Policy, and Plans Branch. As an IT Project Manager, your duties include:

  • Serving as a member of the IT PMO managing a portfolio of projects and contracts.
  • Leading acquisition activities in support of NSF’s IT initiatives.
  • Serving as contracting officer’s representative (COR) for a large, complex portfolio of contracts in support of agency enterprise Information Technology (IT) operations.
  • Communicating effectively orally and in writing to a variety of stakeholders at all levels in the organization – executive, management, and technical.
  • Leading and managing IT projects and contracts in support of NSF’s IT operations and modernization initiatives.
  • Working with stakeholders at various levels to define business and technical requirements.
  • Developing budget estimates for new initiatives; and recommending the allocation of resources based on proposed costs and expenses.
  • Monitoring contractor performance and compliance with agency and Federal requirements including ensuring work to be performed falls within contract scope, monitoring planned versus actual work performed, conducting monthly program management reviews, reviewing progress reports, and completing contract performance assessment ratings (CPARs).
  • Performing contract financial management including monitoring planned versus actual costs, reviewing and approving monthly financial reports and invoices, reviewing cost estimates, reconciling obligations and expenditures, and working with contractors to address any issues pertaining to cost such as cost overruns or invoice discrepancies.
  • Analyzing the impacts of budgetary guidance from NSF management; directing, reviewing and documenting the impact of project budget variances, both increases and reductions, to facilitate the efficient prioritization and allocation of funds; estimating future financial requirements by maintaining an inventory of planned, but unfunded initiatives; and performing special analysis projects for NSF management.
  • Developing and maintaining effective working relationships with program stakeholders and supporting their needs by continually anticipating and assessing their current and future needs, and amicably resolving competing or conflicting interests.

Qualifications

To qualify at the GS-14 level you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Examples of specialized experience include: development and execution of acquisition strategies, capital planning and investment control, and budget formulation and execution in support of agency enterprise Information Technology (IT) operations.

In addition to meeting the specialized experience described above, all candidates must meet the following selective factor.  Candidates who do not show that they meet the selective factor will no longer receive consideration for the position.

Selective Factor: Working in a Project Management Office (PMO) to support agency IT operations, I have managed and monitored a portfolio of agency IT investments and contracts; overseen the development, analysis, and management of organizational budgets; conducted budget and performance monitoring for contracts and investments; and led IT governance, compliance, and reporting related to IT management initiatives.

In addition to the qualifications stated above, applicants must have IT-related experience demonstrating each of the following four competencies:

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.  Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
