Duties

Help

The Writer-Editor:

  • Is responsible for written communication between the Administrator and officials at the highest levels of government, private industry, and the public.
  • Works closely with team members to identify relevant technical data and agency policy for the preparation of written communications, often requiring significant consultation with subject matter experts at FRA.
  • Researches and prepares necessary audience analysis to shape appropriately the message to the audience: verifies the accuracy of developed content through consultation with subject matter experts. Determines overall length and tone based on the objectives and the audience. Responsible for the overall organization of the presentation of correspondence produced. Edits information for clarity and accuracy.
  • Produces written responses to Congressional and special interest group inquiries, ensuring that all interested parties are advised of FRA’s involvement, and any possible ramifications that result from actions taken. Displays mature judgment and political savvy particularly in such areas as responding to Congressional queries, addressing novel or unusual circumstances involving FRA's public image, and/or work-imposed exigencies and demands.
  • Prepares, analyzes, writes, edits, and performs research necessary to develop and produce the full range of internal and external correspondence.
  • Supports workflow management initiatives and the development and implementation of editorial protocols for written materials, and develops valuable form content to facilitate standardized and timely responses to common inquiries.
  • Tracks and monitors agency correspondence sent to the Office of the Secretary of Transportation (OST) and other modal offices for review and approval.
  • Develops relationships with correspondence staff in OST and other modal offices across the department to facilitate timely approval of executive correspondence.

The ideal candidate is a seasoned communications professional with significant writing experience preferably as a correspondence writer-editor in a Congressional/Governor’s Office, a public affairs specialist in a high profile agency, or a communications specialist at a public relations firm where he/she not only wrote, but was responsible for making strategic decisions supporting the development of press releases, letters or other written products to the public or high profile stakeholders. Skills include political/situational awareness; significant experience in technical writing and plain language writing; ability to cut through red tape; strong interpersonal skills; and experience using collaborative tools such as SharePoint and advance features of Microsoft Word.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.


To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:

  • Experience writing, editing and proofreading printed materials, gathering and analyzing data, and developing written materials that articulate, interpret and explain organization policies and programs.

To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application.  

To qualify on for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11, it must include:

  • Experience in document and presentation editing techniques along with a command of sources and research methods to develop authoritative information on the programs, policies and functions of the organization.
  • Experience managing multiple pieces of correspondence items simultaneously.

You cannot qualify on education at this level, you must have experience.

To qualify on for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience serving as the technical authority for the proper and expeditious action on senior executive level correspondence and documents, AND serving as the technical expert for advising on, developing and/or modifying agency-wide writing and editorial policy and guidance.
  • Experience developing business processes around communications (such as correspondence management) or acting as a writer editor tasked with drafting business processes in other subject matter/functional areas.
  • Experience managing multiple pieces of correspondence items simultaneously.

You cannot qualify on education at this level, you must have experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
