Summary

The incumbent serves as Computer Scientist in the Department of the Treasury, Departmental Offices, Assistant Secretary for Financial Markets, Office of Public Finance, Office of Federal Program Finance, Federal Financing Bank (FFB) and is recognized as a Technical Subject Matter Expert (SME) responsible for designing, developing, implementing, and maintaining the FFB’s Loan Management Control System (LMCS).

Duties

Help

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Develop functional computer applications frequently using financial mathematics. This includes systems design and development to translate sophisticated mathematical logic into fully functional computer applications.
  • Apply advanced financial and mathematical concepts to develop, refine, and implement software programs that support the daily business operations of the FFB.
  • Design highly complex and customized systems and subsystems for solving problems by the use of computer technology. 
  • Identify problems and formulates methods or procedures for solutions by using the techniques of computer science and finance.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience:For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: 

  • Experience leading systems design and development to translate mathematical logic into fully functional computer applications; AND
  • Experience programming in JAVA to lead the development of new software applications; AND
  • Experience applying detailed knowledge of mathematics, including algebra and calculus, in a software development environment.

Specialized experience:For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Experience translating mathematical logic into fully functional computer applications; AND
  • Experience programming in JAVA to develop software applications; AND
  • Experience applying knowledge of mathematics, including algebra and calculus, in a software development environment.

Education

Education Requirements: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Evaluation of Education:
Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- Must successfully complete a background investigation.
