Duties

Help

The duties include:

  • Meets with customers to collect and refine information about business and functional requirements, documents customers information systems requirements, defines systems scope and objectives, develops functional requirements and designs specifications for systems that meet business requirements.
  • Designs or conducts analytical studies, cost-benefit analyses or other research.
  • Evaluates the feasibility of proposed new systems development projects.
  • Develops cost estimates for new or modified systems, advises on the merits of proposed systems development projects.
  • Evaluates proposals for the acquisition of IT products or services, purchases or contracts for IT services, equipment, products, supplies, property, or other items.
  • Plans systems implementation, leads implementation activities, drafts project plans and identify resource requirements, ensures appropriate product-related training and documentation are developed and made available to customers.
  • Coordinates the demonstration of new and enhanced applications to customers and management.
  • Applies a structured systems analysis approach to the design and development of new or enhanced applications.
  • Determines the best approach for implementation within the technical environment.
  • Works with applications developers to isolate and solve design problems encountered during testing and implementation stages.
  • Works with customers to test applications and assure software and systems quality and functionality.
  • Develops information systems testing strategies, plans, or scenarios.
  • Tests new browser versions for compatibility with existing services.
  • Ensures Internet services comply with the Americans with Disabilities Act and other related requirements.
  • Diagnoses and troubleshoots Website operational problems, such as broken links or file directory, server, or applications problems in response to customer reported incidents.
  • Ensures complete resolution of customer requests and document actions taken.
  • Troubleshoots and resolves technical problems with the design and delivery of Internet services.
  • Presents formal and informal training and assistance to customers, including guidance or training to customers to prevent recurrences.
  • Provides support in a manner that minimizes interruptions in customer's ability to carry out critical business activities.
  • Creates Internet applications that enhance user-developed content and meet business and technical requirements.
  • Provides Internet services that optimize customer experiences;
  • Ensures ongoing satisfaction of customers and IT management with the delivery of Internet services.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-13 level, you must have at least year of specialized experience equivalent to the GS-12 level in Federal service. Examples of specialized experience includes: developing and interpreting of IT infrastructure modernization strategies, approaches, plans and risk; leading teams on long- term IT infrastructure modernization initiatives; applying analytical process to the planning, design, testing and implementation of new and improved technologies; and managing IT systems or projects and development of solutions to integration/interoperability issues.

In addition to meeting the specialized experience described above, all candidates must meet the following selective factor.  Candidates who do not show that they meet the selective factor will no longer receive consideration for the position.

Selective Factor:  Documented experience managing a medium scale IT project.

In addition to the qualifications stated above, applicants must have IT-related experience demonstrating each of the following four competencies:

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
