Duties

Help

Supports the communication and implementation of the mission of Directorate for Biological Sciences (BIO) and its strategic plans as well as research and education outcomes and economic impacts.  Writes articles, blogs, news releases, audio and video scripts, general correspondence, presentations, and other materials as needed to communicate BIO’s mission, positions or activities to various groups;

Monitors progress on activities of interest to the BIO Senior Staff;

Develops factual information about various areas of BIO research interest as well as information on other relevant research support by NSF, other Federal agencies, the academic community, and industry;

Collects and summarizes input from specialized groups or individuals through surveys, public opinion studies, or group meetings, and prepares reports and recommendations to management on public perceptions of BIO programs and activities;

Establishes rapport with continuously changing stakeholders and associates including, but not limited to, relevant professional societies, science organizations, industry representatives, and public and private institutions of higher education;

Uses basic understanding of biological sciences in developing information and conducting analyses to select and present information on specialized BIO-related topics in a form and at a level appropriate for the intended audience;

Fully utilizes contemporary computer technologies and web-based applications, techniques and tools to disseminate information and communications on BIO programs and activities;

Tracks usage to inform and implement ongoing improvements to BIO’s websites; and,

Serves as the BIO representative to Agency-wide committees with responsibilities for web content and development, and stakeholder engagement.

Qualifications

To qualify at the GS-13 level you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience includes a combination of the following areas: interpreting government policies, scientific materials, and related facts in order to convey information to varied audiences using a wide range of electronic resources; developing and implementing communication strategies for an organization; writing and editing articles and other written communication materials; editing press releases; writing talking points for public events, press conferences and other such appearances; providing authoritative advice to senior management for improving the delivery of program information to the public; and experience using the Internet, social media, and web pages to communicate information to the public, media and internal audience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
