The following are the duties of this position at the GS-12.  If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Human Resources Specialist, you will:

- Implement the merit staffing program by ensuring that all human resource actions comply with the provisions of the applicable merit staffing plan and negotiated agreements (if applicable). Provide information and guidance to employees and operating officials on the effective use of the merit promotion and career development programs.
- Implement the delegated examining program by ensuring that all human resource actions comply with the provision of OPM's Delegated Examining Handbook. Provide information and guidance to employees and operating officials on the effective use of the delegated examining program.
- Select appropriate staff acquisition methods to identify highly qualified candidates to fill vacant positions. 
- Provide authoritative information and/or advice to human resource support staff, program managers, operating officials, and applicants on legal or regulatory requirements relating to staff acquisition. 
- Complete or direct special staff acquisition programs, studies, projects or reports relating to various staff acquisition functions within assigned areas.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.  Specialized experience for this position includes identifying and/or implementing requirements, recruitment and/or retention strategies or position classification needs in order to fill positions in a multi-mission organization or otherwise complex or diverse organization in accordance with Title 5 regulations and agency policies.  Example of this could include:

  1. Independently processing, reviewing, or approving personnel actions consistent with Title 5 regulations and agency policies; or
  2. Independently preparing and conducting human resources related training or other presentations; or
  3. Performing and/or coordinating the testing of automated human resources systems; or
  4. Analyzing and evaluating issues concerning the efficiency and effectiveness of human resource operations; or
  5. Analyzing and interpreting system requirements and changes impacting human resources processes and procedures; or
  6. Researching, analyzing, and interpreting human resources regulations; or
  7. Providing technical staffing advice to selecting officials/customers; or
  8. Performing human resources staff acquisition work in accordance with Title 5 regulations; or
  9. Classifying position descriptions in accordance with Title 5 regulations.

For the GS-11, you must have one year experience at the GS-9 level, or equivalent, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledges, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as: providing advisory services, which includes researching, analyzing and evaluating issues, determining applicable precedents, recommending innovative methods and strategies to resolve problems, and identifying & implementing the most effective approach. Example of this could include:

  1. Processing or reviewing personnel actions consistent regulations and agency policies; or
  2. Providing guidance to staff and management officials on a variety of human resources problems; or
  3. Explaining human resources policies and ensuring compliance with all applicable regulations; or
  4. Analyzing system requirements and changes impacting human resources processes and procedures; or
  5. Performing and/or coordinating the testing of automated systems; or
  6. Performing staff acquisition work; or
  7. Analyzing programs or specific information for consistency and compliance with agency or organizational policies; or
  8. Researching, analyzing, and interpreting regulations; or
  9. Creating position descriptions.

OR applicant must have three (3) full academic years of progressively higher graduate level education or Ph.D. or equivalent doctoral degree or LL.M., if related to the posted position;

OR applicant has a combination of experience and education. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust – Background Investigation will be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a Government-issued charge card for business-related travel.
