Duties

Help
  • Identifies factors affecting economic phenomena in assigned areas of study, including technology, behavioral, market structure and policy factors.
  • Formulates project plans, developing methodology, determining data needs, and defining resources needed to carry out complex economic analysis.
  • Develops new procedures and guidelines related to receiving, filing, and distributing preliminary survey datasets.
  • Conceptualizes complex economic problems requiring a broad understanding of numerous interrelationships, complex variables, and analytical methods.
  • Reviews and synthesizes published economic and technical literature to identify analytical developments and remain current with analytical studies, especially related to the cost and returns of agricultural production.
  • Uses statistical and econometric methods to analyze the effects of supply, demand, trade, price and policy developments on assigned areas of study.
  • Takes the overall lead in assembling and maintaining multi-year datasets ensuring data quality; developing protocols for data editing processes and other identification; and identifying and proposing solutions for new and unexpected data challenges.
  • Initiates item design and placement, identifies working challenges, and proposes solutions for design and implementation of complex surveys.
  • Prepares major or entire sections of assigned areas in various publications and/or other information resources.
  • Presents major findings and their significance in the form of published reports, staff reports, and/or briefings to top ERS and USDA officials.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:
A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

AND

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

GS-13: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience analyzing economic data; and identifying and analyzing economic factors that affect costs and returns of producing agricultural commodities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
