Duties

Help
  • You will support systems engineering processes of Naval and/or DoD programs to include requirements analysis, system and software design, implementation, test planning and execution, risk management and configuration management.
  • You will support the design, implementation, testing, deployment and sustainment of software-centric systems.
  • You will be working with high level programming languages such as C, C++ and Java.
  • You will be identifying software and hardware requirements to meet program and performance goals.
  • You will work with acquisition life cycle and Systems Engineering Product Development policies, methods, tools and practices as applied to Naval and/or DoD Systems.
  • You will be performing on multi-disciplinary teams that include both government and contractor personnel to support the rapid delivery of program artifacts.
  • You will be planning, managing, coordinating, and evaluating highly technical products accomplished by multiple organizations consisting of contractors, government, and other technical specialists.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field ENG-Engineering (S) Level I. Certification is required within 24 months of appointment
  • Position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area 63 and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2
  • Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix, associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) pay band or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional ENGINEER or SCIENTIST serving as an expert technical advisor in designing, prototyping, software development, testing, and engineering leadership in support of radar data distribution systems and displays.

For the 0854 series, applicants must:

Have successfully completed a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Have current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration For more information about EI and EIT registration requirements, please visit the National Society of Professional Engineers website at: http://www.nspe.org

OR

Have evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR

Have successfully completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Have successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 1550 series, applicants must:

Have a degree in computer science.

OR

Have a bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Additional information

The mission of Naval Surface Warfare Center Dahlgren Division (NSWCDD) is to provide research, development, test and evaluation, analysis, systems engineering, integration and certification of complex naval warfare systems. As a premier naval scientific and engineering institution, Dahlgren technology is critical to new design concepts for current ships and for systems integration and interoperability for the U.S. Navy.

The Sensor Distribution Systems Branch has an immediate need for a systems/software engineer to join our team in support of various development efforts. The incumbent will provide system planning, requirements management, design, prototyping, software development, testing, troubleshooting, technology transition support, mentoring, and engineering leadership in support of radar data distribution systems and displays.

This position is covered by the Department of Defense Priority Placement Program.
