The Deputy Assistant Commissioner is responsible for program oversight of the varied and complex retail securities operations and function of RSS. This includes all activities regarding the issuing and retiring of securities, maintaining related records, and servicing wholesale and retail customers who invest in Treasury securities.
As Deputy Assistant Commissioner (Retail Securities Services), the incumbent is responsible for providing executive leadership and operational oversight to Retail Securities Services. Specific duties include, but are not limited to, the following:
Supports the Assistant Commissioner in his/her role as principal advisor and consultant to the Commissioner, Deputy Commissioners, and all levels of Treasury management on Fiscal Service’s retail securities programs. Works closely with the Assistant Commissioner on all aspects relating to providing executive oversight of the retail securities programs.
Provides work direction and guidance to RSS personnel through operating officials at the director level and below. Guides RSS personnel toward the achievement of program goals and objectives. Determines resource requirements for RSS and defines the roles and authorities assigned to RSS organizations and key positions. Continually assesses the overall quality of RSS operations and periodically directs comprehensive evaluations of program goals, commitments, and objectives, readjusting and redefining them as appropriate.
Serves as the Assistant Commissioner’s primary consultant and advisor on substantive and complex matters pertaining to the conduct and progress of RSS’s activities. Develops and directs implementation of both administrative and technical policies, goals, objectives, and priorities in view of budgetary, public relations, and political concerns.
Manages the operations of RSS through program reviews, establishment of management practices, assessment of workload requirements, and utilization of resources. Determines the human and financial resource requirements of RSS, and decides upon the most efficient and effective way in which to carry out its mission.
Serves as a key official of Fiscal Service and is recognized as an active participant on Fiscal Service’s senior management team. In this capacity, the incumbent shares equally with other senior management officials the joint responsibility for formulating and directing the implementation of significant Fiscal Service policies.

As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement will disqualify the applicant.
Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant’s level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.
The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These assessments will be made against the Executive Core Qualifications and Technical Qualifications.

TECHNICAL QUALIFICATIONS (TQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the TQs to be rated eligible for this position.
TQ 1: Extensive experience managing a complex financial management program that requires "hands-on" management attention and is dependent on automation, including the use of innovative solutions such as robotics, to accomplish time-critical business objectives.
TQ 2: Experience using performance metrics and data analytics to evaluate and enhance the efficiency and effectiveness of programs and processes; skill in identifying improvements, challenging the status quo, and adapting those opportunities to achieve organizational goals and objectives.
TQ 3: Ability to communicate complex accounting/financial issues orally and in writing, to identify problems and causes, develop practical solutions, and explain them to various audiences, including senior officials.
TQ 4:Experience providing values-based leadership in an environment that requires understanding of organizational dynamics including interplay between policy and operations; including experience supporting high-level officials with changing priorities.
