Duties

Help

This position is located in the Wyoming Air National Guard's 153d Airlift Wing. The incumbent of this position functions as the full assistant to the Air Commander. Its primary purpose is to provide leadership and management of the flying unit, to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission. The incumbent is accountable with the Air Commander in complying with a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, and real property in the accomplishment of duties. In addition, this position may have similar supervisory and/or support responsibilities for other flying and non-flying units which may be collocated or geographically separated.

1. Directly and through group commanders, incumbent assists the Air Commander in determining unit goals which are the foundation for long and short range planning and execution of all unit programs, and provides a focus for all unit functions and activities.

2. Responsible for accomplishment of the unit mission flying training program. Ensures flying hour/sortie program meets requirements, and the unit achieves mission training and/or combat readiness objectives.

3. Assists the Air Commander in ensuring the availability of mission capable aircraft to meet unit flying program and alert/contingency requirements.

4. Assists the Air Commander in ensuring the formulation, presentation, justification, and execution of an allocated multi-million dollar budget involving several major force elements and state funds.

5. Assists the Air Commander to plan, organize, direct and control real estate and facility construction, maintenance and repair, and utilization.

KEY REQUIREMENTS:
Must be a current military member of WY Air Nat'l Guard.
Must be an O5 (w/ COE to O6) or an O6 to be considered.
Must submit vMPF Rip with application.

May be required to successfully complete a probationary period.
Federal employment suitability as determined by a background investigation.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive
Program (SRIP) and TRICARE Reserve Select (TRS).
Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a
Technician.
Veteran's preference does not apply to National Guard Dual Status Technician positions in accordance with Title 32 USC 709(f).

Qualifications

MILITARY GRADE:
Min: O-5/Lt Col (with COE to O-6/Col)
Max: O-6 Col

MINIMUM REQUIREMENTS:
Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; and experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must possess at least 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions;

AND

Experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel.

NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

Officer: 10CO, 20C0, 30C0, 91W0

Must possess or be eligible to retrain into AFSC 91W0, Wing Commander

DRIVER'S LICENSE:
Must possess a valid state's driver's license.
