Duties

Help

The Deputy Assistant Secretary serves as an expert advisor to the Assistant Secretary on initiatives and legislation affecting matters related to congressional oversight, higher education, and nomination protocol and processes that impact the Agency, its funding or regulatory or governing ability. The incumbent will be responsible for the following duties and responsibilities:

Serves as the Department's senior official responsible for managing the nominations process for Presidentially Appointed Senate confirmed positions, including engagement with nominees and all communication and coordination with committee members.

Serves as a high-level expert and advisor to the Assistant Secretary for Office of Legislation and Congressional Affairs on the formulation and development of the administration's legislative agenda and the process for all oversight, engagement, and nomination matters.

Provides information on educational problems and views of Members of Congress and communicates their views to the Secretary and other Departmental Offices.

Develops long-range strategy recommendations and provides analyses that support policy decision-making related to these program areas and translates policy into consistent budgetary, legislative, regulatory, and operational programs.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.

MTQ 1: Demonstrated ability and experience in Congressional processes and relations, including a detailed knowledge of the entirety of the legislative process including authorization and appropriations, policy development and execution, regulations, and developing and implementing a legislative agenda.

MTQ 2: Demonstrated experience and knowledge of the Presidentially Appointed Senate confirmed nomination process, including knowledge of the detailed procedures, engagement with the White House and Nominees, development of congressional outreach strategies to ensure confirmation, and navigation of the committee confirmation process.

MTQ 3: Demonstrated experience and knowledge of congress and the nomination and engagement processes which involve the full range of program statutes, Department and government-wide statutes, rules, regulations, Executive Orders, and Department policies necessary for formulating strategic plans for achieving legislative agenda.

When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.

Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.
