Summary

This position is in the Office of Inspector General (OIG) and part of the Architect of the Capitol (AOC). The OIG provides wide-ranging support on all phases of Inspector General (IG) oversight to combat fraud, waste and abuse and encourage efficiency and economy. The primary purpose of this position is to perform evaluations in accordance with the Council of the Inspectors General on Integrity and Efficiency (CIGIE), Quality Standards for Inspections and Evaluations (I&E).

This position is in the Office of the Inspector General (OIG) and part of the Architect of the Capitol (AOC). The OIG provides wide-ranging support on all phases of Inspector General (IG) oversight to combat fraud, waste and abuse and encourage efficiency and economy.

Responsibilities Include:

  • Leads quality reviews under the direction of their supervisor, of OIG work products as assigned and provides constructive feedback to facilitate improvement in internal OIG operations.
  • Works closely with OIG Assistant Inspectors General for Audits, Inspections and Evaluations and Investigations to resolve quality deficiencies and collaborates on internal process improvements. Coordinates and collaborates with OIG staff to avoid duplication of efforts to ensure efficient and effective internal operations
  • Serves as a writer and editor for a variety of important reports, papers, documents, presentations, messages, correspondences, etc. in support of the OIG mission and in accordance with AOC style guides and procedures, as well as Council of Inspectors General for Integrity and Efficiency (CIGIE) and Generally Accepted Government Auditing Standards (GAGAS).
  • Performs extensive research to acquire, analyze and prepare written material associated with OIG program offices (audits, inspections and evaluations and investigations), projects, initiatives and accomplishments
  • Develops training materials, presentation and information packages for programs, as necessary, for sampling and statistical significance. Ensures that accurate, factual data is provided to management Develops and explains criteria for evaluating performance-related programs. Evaluates process or makes recommendations for effective organizational changes
  • Analyzes allegations in light of findings of fact to identify information that may corroborate or rebut claims of violations of law, regulations, policy or standards of ethical conduct. Works with auditors, investigators, inspectors, evaluators, attorneys, contractors and subject matter experts in planning and conducting audits, inspections and evaluations and investigations. Determines the most effective techniques to document the supporting facts.

Incumbent may be subject to 24-hr on-call in the event of an emergency and may require irregular working hours.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS­-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. 

Specialized experience for this position is defined as the following: (1) Implemented and administered a quality assurance/independent reference review process. (2) Written, edited, or provided advice on work products in accordance with GAO and/or CIGIE guidelines and standards. (3) Developed new processes and procedures to enhance and expand the OIG’s reporting and data gathering capabilities. (4) Analyzed, interpreted, and integrated information/data gathered into a variety of formats such as graphs, tables, databases, and spreadsheets. (5) Planned, managed, and led the collection, storage, and delivery of risk factors into a cohesive matrix for risk assessment and trend analysis.

Education

This position has promotion potential to the GS-14. A bachelor's degree or higher is required for all AOC positions at grade GS-14 and above. Advancement to the GS-14 is contingent upon possession or attainment of a bachelor's degree or higher from an accredited college or university.
