As a Supervisor Special Needs Assistance Program Officer (Division Director), you will:

  • Develop policy procedures for all assigned Special Needs Assistance Programs.
  • Provide oversight of program management responsibilities delegated to Field Offices, and coordinates with the Office, and coordinates with the Office of Field Management concerning any changes needed to ensure effective management.
  • Solicit input from grantees, providers and all levels of governments on an on-going and active basis on policies and procedures needed to ensure effective implementation of assigned programs.
  • Ensure responses to written and oral inquiries from members of Congress, State and local government officials and private non-profit organization members and citizens, regardless of complexity of the issues, and consistent with current policy.
  • Represent the office at conferences, seminars, meetings or similar gatherings that deal with homelessness.

This position is located in the Office of Community Planning and Development (CPD).  CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons.  The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations. 

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience is a minimum of one year of experience at the GS-14 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:

-Supervising staff by providing direction and solutions to programs related to homelessness and serving people with special needs; AND
-Developing, interpreting, and promulgating policies, procedures, and regulations relating to programs established by the McKinney-Vento Homeless Assistance Act; AND
-Planning, distributing, and monitoring work to be accomplished by a staff of employees; including establishing goals, priorities, and providing feedback on their performance.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
