The Compliance Specialist located in the Operations Division, Office of Management and Administration, Department of Veterans Affairs (VA) - Office of Inspector General (OIG). The incumbent is responsible for reviewing all OIG written products prior to publication to ensure documents published to OIG’s public website are compliant with accessibility regulations and guidelines and are electronically distributed to Congressional and VA staff. 

As a Compliance Specialist, you will:
-Manage the organization’s Section 508 program. As the subject matter expert for accessibility, the incumbent processes documents in Microsoft Office and Adobe Acrobat for Section 508 Refresh and Web Content Accessibility Guidelines (WCAG) 2.0 compliance using software tools such as CommonLook.
-Evaluate and analyze draft reports prior to being approved for release to ensure reports are constructed in a manner that facilitates compliance with Section 508 accessibility requirements.
-Perform periodic audits and validation testing, using automated and manual methods, on electronic files based upon Section 508 accessibility guidelines.
-Plan report publication dates based upon current workload and communicate with staff offices.
-Write accessibility policy and guidelines for the organization to ensure report authors throughout each directorate have a single point of reference for drafting documents that facilitate accessibility.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 

- Experience incorporating practices facilitating accessibility and Section 508 compliance in an organizations publication production process; AND
- Experience tagging documents for compliance with Section 508 and WCAG (Web Content Accessibility Guidelines); AND
- Experience reviewing compliance reports of Adobe files and conducting remediation to increase their accessibility.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust – Background Investigation will be required. 
- Must successfully complete a background investigation.
