As a Groundwater Specialist within the Pennsylvania Water Science Center, some of your specific duties will include:

-Technical liaison with Pennsylvania cooperative groundwater program and with Branch and Regional specialists. Primary responsibility for technical methods, accuracy, and adequacy of groundwater program. Maintains technical expertise in groundwater and related fields, including an in-depth knowledge of field equipment used to collect groundwater data.

-Provide technical leadership to groundwater projects in the Water Science Center, including quality assurance and statistical/hydrologic interpretation. Evaluate and review data networks and recommends modifications and corrections where needed. Provide training in groundwater techniques to Water Science Center personnel.

- Ensures the quality assurance of all groundwater data collection, management, and analysis and has oversight of the final approval of groundwater data in the National Water Information System. Provide leadership for the analysis and interpretation of groundwater data.

- Develop technical program for groundwater. Write and review project proposals and provide leadership for the development of groundwater program in the Water Science Center.

- Write and make presentations on technically complex and comprehensive scientific reports that address multidisciplinary research. Review written project proposals for other scientists within the Water Science Center. Provide Center-level report reviews before final submission to the Bureau Approving Official including ensuring all data in the reports are in the database and all groundwater models and geophysical logs are archived according to USGS policy.

WORK CONDITIONS:

Field work will require physical exertion which includes walking, climbing, bending, or stooping.  Incumbent will also be exposed to adverse weather conditions in the field.

Are There Any Special Requirements For This Position?

You will be required to operate a government-owned or -leased vehicle in the performance of your official duties.  Applicants for this position must meet the following requirements:  (1) possess a valid State license, and (2) possess a safe driving record.  If selected, you will be required to provide proof of a valid State license & a copy of your driving record.

Taking and passing a pre-employment medical examination at Federal expense is required due to the physical demands of this job.

Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment.  Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.

A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

In addition to the basic education requirements, you must have 1-year of specialized experience equivalent to the next lower grade level in the Federal service. Examples of such experience include planning, executing and reporting on original hydrologic studies or ongoing hydrologic studies requiring a fresh approach to resolve new problems. The complexity of this work typically required extensive modification and adaptation of standard procedures, methods, and techniques, and the development of totally new methods and techniques to address novel or obscure problems for which guidelines or precedents were not substantially applicable. At this level, Hydrologists have extensive knowledge of the principles of hydrology and highly developed ability in their application, and wide latitude for the exercise of independent judgment to perform scientific work of marked difficulty and responsibility.
