The incumbent will conduct research and development in emerging and potentially disruptive Information Technologies with a focus on cyber-security capabilities and cyber-security requirements for the successful use and positive technology transfers of this Information Technology.

Qualifications

Basic Requirements:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to the above basic requirements: All applicants must have one year (52 weeks) of the specialized experience at the GS-14 level (ZP-IV at NIST). Specialized experience is define as experience in setting up blockchain test beds and conducting research and analysis of blockchain technologies, crypto ledgers and crypto contracts. Experience with national and global identity management programs and identity tokens. Experience in standards and national and international standards bodies developing identity management, blockchain and identity token interoperability standards.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

A one/two year trial period may be required. 

Positions filled through this vacancy announcement may be extended without further competition as allowed by 5 CFR 316.401(d)(1)(i) and (ii).

If the selection results in a temporary promotion, it can be extended not to exceed 5 years or made permanent without further competition.
