Duties

As a Transportation Data Analytics Researcher, you will:

  • Work with the Technical Direction and Coordination Team Leader in developing and implementing research studies, formulating travel and scientific equipment budgets, and acquiring the equipment and supplies needed for successful completion of the research program. Other duties of the position include: serving on technical evaluation panels for other contracts; serving on and chairing committees within the Office of Research, Development and Technology and FHWA Safety Program; providing information and support to other organizational units in the Office of Safety R&D; suggesting and developing new areas of research and development for consideration by upper management; participating in seminars, workshops, and professional groups as appropriate; serving on project panels for SP&R, NCHRP and the Small Business Innovative Research Program, and supporting FHWA participation within TRB.
  • Have experience with statistical and data management software and hardware systems. Develop and apply methods to identify, collect, process, and analyze large volumes of data to build and enhance products, processes, and systems. Conduct data mining and retrieval, and apply statistical and mathematical analyses to identify trends, solve analytical problems, optimize performance, and gather intelligence.  Create visualizations using a range of tools.
  • Define and execute an interdisciplinary program that spans both the FHWA Safety and FHWA Operations programs, with specific attention to the continuing developments in the Connected and Automated Vehicle industry.  Engage partners throughout the FHWA to formulate a coordinated research program with objectives that demonstrate accountability on the program’s progress.
  • Handle the responsibilities of a COR. Be responsible for several administrative contracts and various types of research efforts. He/she must have the ability to perform the following functions: (1) prepare a detailed prospectus of the research to be performed, which provides a background of the problem, the objectives and scope of the effort, and the individual tasks to be performed; (2) prepare the procurement request package, including the procurement request, government estimate and technical evaluation plan; and obtain necessary clearances; (3) write proposal evaluation reports based on panel meetings; (4) monitor the contract during the course of work and review costs and deliverables; (5) recommend contract changes and time extensions, as appropriate; and (6) prepare technical summaries and coordinate the publication of the final reports with the program offices to ensure their support of the research finding.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade in which you want to be considered.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience developing and applying methods to identify, collect, process, and analyze large volumes of data to build and enhance products, processes, and systems.
  • Experience defining research activity and conducting research to achieve a product or outcome, including outreach of results.



To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience developing and applying methods to identify, collect, process, and analyze large volumes of data to build and enhance products, processes, and systems.
  • Experience defining research activity and conducting research to achieve a product or outcome, including outreach of results.
  • Experience conducting data mining and retrieval, and applying statistical and mathematical analyses to identify trends, solve analytical problems, optimize performance, and gather intelligence.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
