Duties

Help
  • Supports the Defense Case Activity Tracking System (D-CATS) Program Management Office, managing a Level III Defense Business System and future DoD-wide application offering case management capabilities to applicable investigation communities.
  • Assists in implementation of Agile software development methodologies with industry leading business partners, as well as forward-leaning hosting and support service solutions.
  • Operates efficiently and effectively within a high-trust organizational environment, intent on prioritizing value-add initiatives.
  • Facilitates the utilization and update of Customer Relationship Management front-end software.
  • Collaborates with peer organizational entities, including Chief Information Officer personnel, enhancing operational support functions.
  • Ensures compliance with Business Capability Acquisition Cycle and Software Development Life-Cycle standards, supporting D-CATS/D-CATSe across sustainment, development, and to-be capability support activities.
  • Plans, directs, and coordinates activities of IT projects to insure that established milestones are accomplished on time, within prescribed funding parameters, and in accordance with client business objectives.
  • Conducts analytical studies and reports project metrics and status using, earned value calculations, cost benefit analysis, performance charts and quantitative risk assessments.
  • Develops and maintains effective stakeholder relationships. Works with stakeholders to understand and manage projects.
  • Serves as Contracting Officer Technical Representative for contracts in business operations and business analysis; develops contract requirements and specifications and monitors contracts to assure compliance with requirements.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent is required to obtain and maintain a Secret security clearance.

Qualifications

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards

Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience

Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

AND

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the GS-12.

Specialized Experience is defined as: Must have experience successfully managing critical IT projects with high complexity and/or risk which are part of a portfolio of projects/systems that impact each other and/or cross­-organizational missions. Must have knowledge in identifying and analyzing customer requirements, developing a business case, and conducting cost benefit analysis. Must have demonstrated experience developing, modifying, and implementing project plans, and identifying and mitigating risk. Must have experience working in a collaborative environment leading and/or as part of a project team. Must be an effective communicator, both verbal and written, and able to prepare and brief professional quality presentations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
