Duties

Help

Develops communication plans by considering such items as specific topics or aspects to emphasize, the most effective media to use in communicating with intended audiences, and the kind of information various groups want or need.

Develops outreach plans and campaign materials including fact sheets, news releases, feature articles for magazines and trade papers, radio and television scripts, motion pictures and other materials.

Uses a variety of methods and techniques in achieving communication goals on the most routine and the most controversial of subjects, such as news releases, radio and television scripts, feature articles, personal appearances, new conferences, exhibits, brochures, pamphlets, etc.

Develops and transmits written, oral and visual informational materials designed to reach multiple audiences through the news media, such as wire services, radio, television, newspaper to enhance the understanding of certain attitudes and practices advocated by the organization for the planned and efficient use of natural resources.

Establishes and maintains effective working relationships with representatives of the print and broadcast media and national organizations interested in fish and wildlife conservation.

Advises management officials of the information that should be made available to the public or approaches to take to attain program goals.

Qualifications

Only experience and education obtained by the closing date will be considered.

To be found qualified at the GS-11 grade level, you must meet the basic requirements specified under either A, B, or C below.

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service (obtained in the public or private sectors). Specialized experience for this position/grade is defined as:

  1. Implementing communication outreach strategies for an organization's public affairs program;
  2. Using multimedia tools, social media, audio/visual products or websites to distribute coordinated information for an organization;
  3. Planning or coordinating communications campaigns for an organization; AND
  4. Preparing news releases for distribution.
NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have one year experience performing the above duties.

B. Successful completion of a Ph.D. (or have three full years of progressively higher-level graduate education leading to a Ph.D.) in a field directly-related to journalism, communications, or another field directly related to public relations that provided the knowledge, skills, and abilities necessary to do the work of this position. Three years of graduate education is considered to be the number of credit hours that your graduate school has determined to represent three academic years of full-time study. If you do not document your school's definition, 54 semester hours (or 81 quarter hours) is considered as satisfying the requirement for three years of full- time graduate study. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education.

C. Combination of qualifying specialized experience as described in response A and qualifying graduate education as described in response B that equals 100 percent of the GS-11 requirement. Only education beyond the second graduate year can be considered in this calculation. To combine education and experience, convert quarter hours to semester hours by multiplying by the fraction 2/3. Then, divide your number of graduate semester hours in excess of the first 36 hours by the number 18 (or the number your school uses to represent one year of graduate education). Divide months of qualifying specialized experience by 12. These two numbers must equal 100 percent when combined. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume.

To be found qualified at the GS-12 grade level, your application materials must demonstrate that you have at least one year of full-time specialized experience equivalent to at least the GS-11 grade level in the Federal service (obtained in the public or private sectors). Specialized experience for this grade is defined as:
  1. Developing a natural resource organization's communication outreach strategies for potentially controversial or sensitive programs or policies;
  2. Developing tailored outreach tools (e.g., websites, wikis, blogs, videos, multimedia, written or graphic material, or social media) to distribute complex, potentially sensitive information to a variety of publics;
  3. Evaluating public reactions/opinions to information releases and advising program officials on needed modifications to the content or presentation of informational materials; AND
  4. Serving as a technical expert to provide advice to management on communication strategies.
NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have one year experience performing the above duties.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s) and grade point average or class ranking. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Knowledge of, and skill in, developing new informational materials, including news releases, internal publications, fact sheets and radio and television spots.

  • Knowledge of, and skill in, modifying or adapting standard communication methods (written, oral and visual) to new informational materials with the goal of enhancing public, special interest group or Service member's understanding and support of Service programs and/or significant issues.
  • Knowledge of computer hardware and software technologies for day-to-day communications, generating written documents, and producing multimedia products for use on internal and external web pages.
  • Skill in developing and maintaining effective relationships with media representatives, community groups, state and federal agencies, cooperating organizations, and other internal/external audiences, to ensure open lines of communication between the Service and its audiences.
