Duties

Help

As a Naval Architect within the Hull Division, you will serve as an advisor and consultant to officials and managers within or outside the agency on a broad range of engineering, management activities and broad policy issues. This position provides on-site technical oversight in accordance with established procedures in support of surface ship design and construction programs. 

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Reviewing merchant vessel plans, specifications and calculations for compliance with international treaties, U.S. laws, federal regulations, American Bureau of Shipping Rules, engineering  standards and Coast Guard policies.
  • Reviewing, assessing and evaluating structures and arrangements of all types of vessels to ensure they are safe for the intended use.
  • Reviewing shipboard structural fire protection details including main fire zones, joiner work details, deck/bulkhead penetration details, space and boundary designations, and ventilation system arrangements.
  • Reviewing, critiquing, and/or developing new concepts, criteria, or regulations in support of Marine Safety Center needs and projects.
  • Witnessing stability tests and deadweight surveys, reviewing calculations for such tests, and checking for accuracy and correctness.
  • Training new personnel in all areas of assigned duties.

Qualifications

Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test – Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

ADDITIONAL REQUIREMENTS: 

FOR THE GS-12 LEVEL: Candidates at the GS-12 level must have at least 1 full year of specialized experience (equivalent to the GS-11 or higher level in the Federal service).  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes the following: knowledge of engineering practices, precedents, standards and techniques in the fields of naval architecture or marine engineering; interpreting and applying guides to a variety of problems within an assigned specialization; independently planning and conducting complete project or studies of a conventional nature; performing extensions to or modifications in existing design features; participating in the design and development of new types of experimental equipment or adaptation of existing types of equipment to new applications for which precedent guidelines or complete data are not readily available; and working independently in terms of details and sequence of steps during the progress of the work and is responsible for its technical adequacy. The experience described in this paragraph may include experience in any engineering discipline that is related to, or can be readily applied to, vessels, even if the experience is not strictly in the fields of naval architecture or marine engineering.

FOR THE GS-13 LEVEL: Candidates at the GS-13 level must have at least 1 full year of specialized experience (equivalent to the GS-12 or higher level in the Federal service).  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes the following: Reviewing and evaluating the technical aspects of all naval architect/ structure, coordinating the development of design and production for multi-purpose projects for systems or mission-related conversion, maintenance, or construction or vessels, providing expertise in engineering methods, applications, processes and procedures to maintain integrity of test and evaluation, preparing, analyzing and/or presenting all aspects of acquisition program management. 

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
