Duties

Help

  • Assist in the development and implementation of a legislative strategy for the agency based on insight developed through contact with congressional and other sources.
  • Assist senior officials in the planning and execution of ongoing strategic congressional relations activities that provide program information in both proactive and reactive modes, to Members of Congress and their staff.
  • Prepare reports of Congressional hearings, mark-ups, and floor debates pertaining to issues important to the Department of Commerce as well as the Office of Inspector General community.
  • Develop, maintain, and update files, databases, and other materials that can be used to inform Congress and provide background information to senior officials.
  • Conduct research and analysis on issues presented by senior officials along with recommendations for action, as appropriate.

Qualifications

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. 

The Selective Placement Factor for this position is: MUST possess working experience working for a member of U.S. Congress or for a Congressional Committee or as a Legislative Affairs Officer for a federal agency or private sector organization.

AND
In addition to meeting the Selective Placement Factor you must also meet the specialized experience requirement to qualify for this position as described below.

GS-13: Fifty-two weeks of experience at the GS-12 level, or equivalent that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

SPECIALIZED EXPERIENCE INCLUDES: serving as a high-level advisor on legislative, operational and management issues; experience serving as a Congressional Liaison; experience conducting analysis of legislative proposals and preparing reports and making presentations on those findings; and experience serving as a media liaison handling requests for controversial and/or sensitive issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.

Additional information
