Duties

Help

Staffing and Classification duties:

  • You will provide expert-level assistance in support of HR specialties including Recruitment and Placement, Position Management and Classification;
  • You will coordinate actions with other staff elements to develop plan of actions, milestones, and exit criteria;
  • You will provide staff level advisory on significant position classification problems or issues, maintaining command-wide position classification accuracy and consistency in interpreting classification standards;
  • You will classify acquisition demo and GS positions, determining proper pay plan, title, series, and grade, and preparing supplemental classification documents and evaluation statements.
Labor and Employee Relations duties:
  • You will serve as the staff advisor and consultant on the program, working in concert with the general counsel office to develop, recommend, and implement command-wide policies and programs;
  • You will ensure compliance with overarching policies established by OPM, DoD, DoN and Executive Orders, as well as Federal employment laws;
  • You will provide policy guidance and interpretation to the staff of all organizational elements dealing with labor unions.
Training and Development duties:
  • You will serve as the resident expert staff advisor and consultant for the workforce development program;
  • You will develop and execute a comprehensive command training and professional development program, developing and issuing guidance, and formulating a command master plan;
  • You will manage training administration systems to ensure data integrity to provide comprehensive reporting of training measures and cost;
  • You will review draft briefing materials, accompany new hires on scheduled off-site visits, develop program materials, and participate in, or lead, command approved activities and programs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to successfully complete a pre-appointment physical examination.
  • Successful completion of a pre-employment drug test (including marijuana) may be required. A tentative offer of employment may be rescinded if you fail to report to the drug test appointment or pass the test. You may be subject to random testing.
  • Positions filled may require Top Secret, Top Secret (SCI), you will be notified at the time of selection the security requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising management on Human Resource (HR) programs (e.g., classification, staffing/recruitment, labor/employee relations, or human resources development) to ensure compliance with HR regulations.

The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.

NH-0201-03 salary ranges vary by General Schedule/Pay Band and geographic location.

Positions may have a control point; thus the salary range may be capped at GS-13, step 05. If your current salary is above this amount, your salary may be matched.

Positions may be filled at the NH-03, GS-12 or GS-13 level.
