Duties

Help
  • Develops detailed application systems design and software; performs testing, implementation and maintenance activities for projects or major aspects of projects assigned.
  • Ensures the integration of applicable procedures, databases, policies, implementation planning, and information security policies, principles and practices into the design and development/modification of assigned systems.
  • Writes, debugs, and maintains programs and related documentation. Determines output formats, designs user interfaces and works with users to test applications for quality and functionality.
  • Conducts analysis and studies to define data, workflow and interrelationships among new or existing systems or subsystems, databases and processes within assigned area.
  • Develops process/systems design alternatives for major portions of systems being analyzed.

Qualifications

Applicants must qualify for the series and grade of the posted position. To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; and is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify for the GS-12, the applicant must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled which has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must be related to work that involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software such as WebFOCUS 8. This experience should be related to at least one or more of the following areas: software development, testing, and implementation; system design and analysis as it relates to software applications specifically WebFOCUS 8; and providing technical expertise to planning and development projects. The experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

In addition, to qualify for the position the applicant must demonstrate the Selective Placement Factor below.
Skill in building and maintaining WebFOCUS 8 Business Intelligence applications.

To meet this requirement, the applicant must demonstrate 6 out of following 7 experiences:

  1. Experience building and maintaining WebFOCUS 8 BI Portals, reports and charts.
  2. Experience in using SQL to perform complex database queries and data retrieval involving the use of sub-queries, joins, data filtering (WHERE clause, etc.) and data ordering.
  3. Experience with WebFOCUS 8 security roles and provisioning.
  4. Experience using HTML, JavaScript, Dialogue Manger and style sheets with WebFOCUS.
  5. Experience using the FOCUS/WebFOCUS language.
  6. Experience creating metadata and cluster synonyms using WebFOCUS 8.
  7. Experience using ReportCaster to schedule and distribute reports and charts
