Duties

Help

The Deputy Assistant Inspector General for Investigations exercises full authority over all personnel assigned to subordinate offices. In the absence of the Assistant Inspector General for Investigations (AIG/I), the Deputy has full authority to exercise direction over the investigation program and is responsible for identifying deficiencies in the investigative program and ensures they are corrected with optimum investigative results obtained. This includes identification of issues involving resources or procedures, including providing appropriate recommendations for resolution to the AIG/I, the Deputy Inspector General, and/or the Inspector General. Supports the day-to-day operations of the Office of the AIG/I and provides direction to Headquarters and Field office staff, including exercising the following responsibilities:
  • Assisting with workload determinations, preparing budget justifications, and recommending priorities for long range planning and management of resources, including the annual travel and overtime budgets and the annual plan to provide appropriate investigative coverage of the Department programs.
  • Keeping the AIG/I informed on significant investigative findings and establishing controls to ensure that appropriate follow-up action is taken.
  • Providing leadership to ensure the quality and timeliness of Investigations Division work product, including coordinating the development of investigative polices to build upon and continuously improve investigative techniques and the content, quality, and effectiveness of investigative reports.
  • Promoting the OIG commitment to workforce diversity within the Investigations Division.
  • Serving as a senior advisor to the AIG/I, the Deputy Inspector General, and the Inspector General, and providing leadership in ensuring the integrity, efficiency, and effectiveness of Departmental programs. The incumbent will represent the OIG with Department and component leadership, as well as with other federal, state and local officials and with congressional staff.
  • Interacting on a regular basis with the Inspector General and other OIG Front Office and Division leadership, and with the Investigative Committee of the Council of the Inspectors General on Integrity and Efficiency, other federal OIGs, and other federal, state, and local law enforcement entities.
  • Works with and through the Department policy making and implementation structure and procedures to shape, formulate and recommend substantial and significant investigative policies.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-14 grade level in the federal service or its equivalent in the private sector.

To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results.

Mandatory Technical Qualification(s)

  1. Substantial, demonstrated experience in leading, managing, and supervising broad-ranging and complex criminal investigations and investigative matters (internally and externally) relating to alleged or suspected criminal or administrative violations of criminal laws focused on corruption, fraud, waste and abuse. Experience as a Criminal Investigator or an equivalent position with experience with complex financial and white collar crime investigations.
  2. Substantial experience leading, managing and supervising the organization, drafting, editing and publication of highly complex investigative reports.
  3. Demonstrated ability to coordinate program efforts with other internal and external organizations, represent the organization to key individuals and groups outside the immediate work unit, as well as serve as spokesperson for the organization.

NOTE: ECQ narratives are required for all applicants unless any of the following conditions are met:
  • You are currently serving under a career Senior Executive Service (SES) appointment (Department of Defense DISESs and DISLs, and Intelligence Community SES are typically not OPM QRB certified and are therefore required to submit ECQs. If your SF-50 shows a code 3 on block 34, you must address the ECQs or provide proof of OPM certification),
  • You are eligible for career reinstatement into the SES, or
  • You have successfully completed an OPM approved SES Candidate Development Program.

SES members are excluded from premium pay provisions of 5 USC Chapter 55 Subchapter V, such as overtime pay, compensatory time off, Sunday premium pay, holiday premium pay, etc.

Government-issued charge card for business-related travel must be obtained and maintained.

Completion or have previous completion of the Criminal Investigator Training Program course at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA, or an equivalent law enforcement training course.

Firearms: Criminal investigators are required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is mandatory.

Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Candidate convicted of a misdemeanor or felony crimes of domestic violence is not eligible for the position, unless he/she received a pardon or the conviction was expunged or set aside.

Motor Vehicle Operation: You must possess and maintain a valid state issued motor vehicle operator's license.

Medical Examination: Individuals must meet the established medical standards and/or physical requirement for the position, proving they are medically and physically capable of performing the essential job functions and duties of the position safely and efficiently. A medical examination will be conducted. Any disease or condition that may potentially interfere with the safe and efficient performance of the job's duties or training may constitute grounds for medical disqualification. Medical qualification determinations will be made on a case-by-case basis. If additional medical information is recommended beyond that provided at the pre-employment examination, it is provided at the expense of the tentative selectee.

Drug Testing: This job has been identified as "testing designated" under our Drug-Free Workplace Program. Therefore, you must satisfactorily complete a drug test prior to being hired. The agency will schedule, provide and pay for the drug test. Once on board, you will be subject to random drug testing.

An SES Executive Resources Board (ERB) will rate and rank applications to determine the best qualified candidates. The ERB will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur.
