Serves as the Army's senior librarian and administrator for the Army-wide general library program with responsibility for 1) Developing Army library policies, standards, and directives; 2) Developing, executing, and evaluating programs which impact library services and operations; 3) Conducting studies to assess long-range library issues with Army-wide significance; 4) Planning, advising, and evaluating Army General Libraries; 5) Engaging with library personnel at the installations in the development and understanding of policy, program, and other issues. As the functional proponent, exercises supervision and oversight over a wide variety of activities and programs concerning personnel, materials, equipment, facilities, budgeting, judicious funds expenditure, standards, and technology. Establishes and maintains comprehensive programs for instituting efficient library management practices; improves and expedites the acquisition of world-wide information resources in all formats; develops innovative, cooperative library arrangements between Army General libraries and other installation services or DOD Libraries or federal libraries or non-federal libraries; expands technology capabilities of Army General libraries. Integrates and coordinates library services and activities at all levels of command for an effective and supportive program. Provides program direction concerning issues facing today's Army including rightsizing of the military workforce; changing emphasis and requirements based on force structure and special needs of Army personnel; technology advancement; budgetary guidelines; and Army-wide specialized requirement. Serves as the executive agent of AR 735-17, Accounting for Library Materials, and represents Army General Libraries on the Army Library Steering Committee. Conducts staff visits to review, evaluate, and analyzes full service libraries within the Army general library program.
This position has a positive education requirement. The combination of education and experience may be used to qualify, however education must be validated with transcripts.
