Summary

This position is located in the Serial and Government Publications Division of the General and International Collections Directorate and reports through the Digital Projects Team Leader to the Chief, Serial and Government Publications Division. The incumbent serves as a digital conversion expert and facilitates the integration of digital and traditional library services through participation in digital library activities, such as the National Digital Newspaper Program.

Duties

Help

Organizes, administers, and evaluates a segment of a comprehensive materials and processes quality assurance program where the processes are limited in variety and complexity. Participates in the development of plans for associated procedure and documentation.  Participates on inspection teams to ensure the conformance to quality guidelines. Applies methods outlined by others to limited segments of quality program(s). Prepares or provides input on reports concerning the discoveries of the inspection teams. Participates in the development of documentation to support requests for resources. Coordinates issues pertaining to quality conformance and additional actions. Participates in meetings with quality control groups.

Organizes and analyzes standard subject data in order to determine its relationship or relevance to the project-at-hand. Information is obtained, analyzed, and organized using standard rules, guidelines, and established techniques and practices. Participates in formulating plans for changes and improvements in approaches to the work. Shares resources and information with colleagues and constituents. Collects, systemizes, and analyzes material and determines its relevance to the project. Independently establishes the necessary controls over collected materials through the implementation of files, lists, and the development of automated databases. Prepares reports, analyses, and other documents related to information and research efforts.

Creates digital images of selected materials and performs post-processing functions to assure uniform treatment of materials. Creates metadata using standard coding practices. Performs quality control or review of materials according to specific guidelines, particularly images, metadata, and text files. Has knowledge of digital collection practices and standards. Prepares appropriate lists of materials reviewed and prepares status report of findings.

May be called upon to perform one or more of the following tasks: collate collection material, compile finding aids; convert materials from one format and/or markup to another; gather and organize information used in establishing file naming procedures or conventions; provide technical assistance in drafting procurement documents; prepare technical requirements for procurement documents; or, assemble and archive selected digitized materials. Receives training on unfamiliar tasks from higher-grade specialists.

Conducts research and provides information in response to reference requests. Assists scholars and researchers in finding significant records relating to the subject under consideration, and advises them of relevant records in the library's collection. Reference assignments are non-repetitive, require research among several record groups to locate the information, and require evaluation of the information selected for its authenticity, completeness, significance, and relevance to the subject.

Works to maintain personal contacts and cooperative work relationships in order to provide or exchange information. Presents information to groups and individuals with a similar understanding of the subject. Orients visitors and conducts tours. Attends workshops, conferences, seminars, or meetings in digital librarianship and other relevant fields for the purpose of professional development.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to provide research and reference services.

Knowledge of digital conversion principles, procedures, and operations.**

Ability to provide consultation, outreach, and liaison services.**

Knowledge of automated tools and technologies used to support digitization and preservation functions.**

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

This is a non-supervisory, bargaining unit position.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
