Help

Oversees and maintains the Library's legal and legislative collection (inventorying existing collection, requesting new editions and updates, etc.) to ensure that the most current information is available.
Keeps abreast of the Interior Department's legal and legislative initiatives to ensure that the Library's law collection and services meet agency needs.
Evaluates and selects new materials to be acquired for the Library's collection, based on special knowledge of legal focus of the Department and its bureaus, agencies, and offices.
Serves as the legal and legislative research liaison for the Interior Department's Solicitor's Office meeting the reference needs of attorneys, paralegals, and other Solicitor's office staff.
Produces and distributes to Departmental staff the Library's bimonthly "Law Update", highlighting major law review articles, federal and state court cases, and Presidential documents.
Teaches training courses for Library patrons to assist them on the use of the Library's legal and legislative print and electronic collections.
Participates in the regularly scheduled staffing of the Library's Reference Desk, answering patron questions and requests from Interior Department staff, federal agency employees, and the general public.
Plans and sets up new exhibits highlighting the Department of the Interior and materials in the Library collection in the Library's front entrance display cases.

Qualifications

This positionis primarily concerned with providing library services in law or legislative reference. For the position of Librarian (Law), GS-1410-12, applicants must meet the Basic Requirements, the Supplemental Basic Requirements, and the Specialized Experience Requirement as specified below. Only education from institutions which are accredited or pre-accredited/candidate for accreditation are creditable towards meeting the qualification requirements specified above.

BASIC REQUIREMENTS:

Applicants must meet the requirements specified in paragraphs A or B below:

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; or

B. A total of at least 5 years of a combination of college level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and knowledge and abilities essential for providing effective library and information services.

SUPPLEMENTAL BASIC REQUIREMENTS:

In addition, applicants must also possess specialized knowledge of the subject matter of Law. Therefore, the education or experience in A or B above, must have included or been supplemented by the requirements specified in one of the paragraphs below:

a. A full 4 year course of study in an accredited college or university that meets all academic requirements for a bachelor's degree that included at least 24 semester hours in the specialized field of law; or

b. Completion of at least 24 semester hours of legal study in an accredited law school for positions; or

c. Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of law; understanding of the standard methods, procedures, and techniques of research and analysis in the subject matter (law); the ability to acquire additional information about the field of law; and some knowledge of literature resources in the field of law. Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above; or legal training as specified in (b) above; or

d. Any time equivalent combination of experience as described in (c) with education as described in (a) or (b) above.

SPECIALIZED EXPERIENCE REQUIREMENTS:

In addition to the Basic Requirements and Supplemental Basic Requirements stated above, applicants must have one year of specialized experience of the type and level specified for each grade below, which demonstrated the ability to perform the work of a law librarian. For the GS-12, experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-11 level.

For GS-12: Examples of specialized experience may include conducting a range of library assignments that required researching, locating, classifying information to respond to a wide range of subject matter requests. To be qualifying it must include:

Experience conducting searches using online legal and legislative databases, such as LexisNexis, Westlaw, ProQuest Congressional and HeinOnline; and
Experience using a comprehensive Integrated Library System, specifically experience with the use of circulation and serials control modules; and
Experience researching federal legislative documents and compiling legislative histories using those materials; and
Experience teaching training courses to library patrons on the use of print and electronically available library materials, including commercially available online databases.
