Duties

Help

If selected for this position, specific responsibilities will include but are not limited to:

·Managing all aspects of multiple engagements including planning, design, data collection and analysis, message development, final product writing, and audit follow-up.

· Providing effective supervision of multiple teams including: ( 1) proactively identifying and resolving problems impacting project goals; (2) establishing priorities and adjusting schedules to accommodate changes in requirements, resources, or priorities; (3) establishing and meeting appropriate milestones to accomplish project objectives; and (4) monitoring and enhancing processes and procedures to address evolving requirements, efficiencies, changes, and/ or constraints.

·Leading by example through initiative, creativity, and flexibility in conducting work; and through anticipating and dealing effectively with obstacles.

· Developing highly productive relationships with internal and external parties, fostering teamwork, collaboration, and coordination to accomplish goals and effectively utilize engagement resources.

·Providing guidance on the Audit Division's strategic direction to the teams and participating in setting the strategic agenda for the AIG for Auditing. Analyzing results of audits to identify patterns and trends and making recommendations for changes in agency policy and procedures to ensure program integrity.

· Managing and developing employees, including providing timely appraisals, identifying training needs, assigning appropriate workloads, reviewing completed work and providing feedback on quality and timeliness; recognizing and awarding excellence, and addressing conduct and performance issues.
·Providing an environment fostering staff development and growth.

·Demonstrating professional behavior in all interactions with others in a manner that reflects the organizational values of the OIG.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

In order to qualify for Auditor series, applicants must possess:

A. Degree: accounting, or a degree in a related field, such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credits in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
  3. Completion of the requirements for a degree that included substantial coursework in accounting or auditing, e.g., 15 semester hours, but that does not satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the basic eligibility requirements, applicants must have the following specialized experience and/or directly related education or a combination:(Note: Specialized experience is paid or unpaid experience that has equipped the applicant with the specific knowledge, skills, and abilities to perform the duties of the position in the practical application of professional accounting and auditing principles, procedures, and techniques successfully.)

To qualify at the GS-14 level, applicants must have one (1) year of specialized experience at least equivalent to a GS-13 Auditor position which is in or directly related to auditing and program evaluation or assessment that has equipped you with the particular knowledge, skills, and abilities to perform the duties of the position successfully. Examples include expertise in providing supervision to teams while resolving problems that impact project goals, analyzing audit results to make recommendations for changes in agency policy to ensure program integrity, and managing all aspects of multiple engagements including data collection and analysis and audit follow-up.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify at the various grade levels. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
