WHAT IS THE HUMAN CAPITAL ORGANIZATION DIVISION? The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission

WHAT DOES A HUMAN RESOURCES ASSISTANT DO? Human Resources Assistants work in the Human Resources area of different IRS Business Operating Divisions. In Agency-Wide Shared Services (AWSS), they support automated personnel and payroll administration systems. In the Human Capital Office (HCO), they support course development, technical training, benefits related programs, recruitment and placement, or handle worker's compensation cases. In the Criminal Investigation Division (CI), they support course development at the Criminal Investigation Training Academy.

As a Human Resource Assistant you will:

  • Provide clerical, administrative and limited technical support to personnel engaged in personnel management functions such as employee benefits, recruitment and placement, personnel/payroll processing, classification, labor relations, and employee development.
  • Work in the Human Resources area of different IRS Business Operating Divisions.

 
If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position

Qualifications

 You must meet the following requirements by the closing date of this announcement: 

GS-05, You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. Specialized experience for this position includes: experience that is related to the work of this position and has provided you with the competencies required for successful job performance. OR A Bachelor’s degree or four (4) years of education above high school in any field of study from an accredited college or university. OR An equivalent amount of combined education and experience. Only education in excess of 60 semester hours, 90 quarter hours or 1440 classroom hours is creditable toward meeting the specialized experience requirement for the GS-5 level. For example, one full year of academic study (30 semester hours, 45 quarter hours, or 720 formal classroom hours) beyond the second year is equal to 6 months of specialized experience. To be creditable, education must have been obtained in an accredited business, secretarial or technical school, college or university. Options for qualifying based on a combination will be identified in the online questions. 

GS-06, To be minimally qualified at the GS -06 grade level, you must meet have one year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-05) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance.  To be qualifying, your experience must be sufficient to demonstrate: Knowledge of and skill in applying an extensive body of human resources management rules, procedures and operations pertaining to the specific functional assignment. Knowledge of and skill using various computer equipment and software equipment to prepare documents, input data, compile and generate reports and monitor administrative controls. Examples may include: Preparing vacancy announcements; Screening applicants against minimum experience and educational requirements; Reviewing position descriptions for format, completeness, and consistency; Reviewing or processing requests for personnel actions; Gathering data and preparing reports and documents; Providing information to managers and employees on various human resources issues; Researching, correcting, and validating pay transactions; and utilizing office automation and various program applications in order to research information.

GS-07, You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-6 grade level in the Federal service. Specialized experience for this position includes: experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience may have been gained in positions providing technical support to human resource management functions such as: preparing vacancy announcements; screening applicants against minimum experience and educational requirements; providing information to managers and employees on various human resources issues (e.g., employee benefits, labor relations, staffing, recruitment, position classification, worker's compensation, etc.); utilizing office automation and various program applications in order to research information.; utilizing personal computers to gather, maintain and compile statistical data on performance development activities; participating in course development activities such as gathering data and conducting limited task analyses and preparing reports; utilizing personnel and payroll systems to affect a variety of personnel and pay actions.

 -The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-timework is considered on a prorated basis.
