This position is located in the Oregon State Office, Division of Support Services, Branch of Information Management, Records, FOIA and Data Section, in the Bureau of Land Management.

As a Geographic Information System Specialist (GIS), the incumbent performs as a state lead for inventory and management of geospatial data holdings for Oregon/Washington BLM.  This position acts as an external state point of contact for geospatial data holdings, and coordinates data acquisition, distribution, storage, archival, and retrieval activities at the state level.  This position provides leadership for data discovery and data access and control methods and procedures.  This position provides technical leadership, training, and documentation in the use of these methods, and will represent Oregon/Washington BLM on several teams.  This position serves as a member of the senior GIS technical cadre supporting Division of resources and Planning, District and Field Offices.

Physical Demands:  The work is primarily sedentary, requiring long periods of sitting or standing at a desk, intense concentration, and working for several hours at a time.  Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and in working against tight deadlines with limited resources.

Work Environment: The work is primarily in an office environment.  Occasional field work may be required.  Field work is in support of resource mapping projects and involves extended days of travel.  Poor weather conditions may prolong field work beyond planned dates.  Incumbent must be comfortable with less than ideal conditions in remote settings in the accomplishment of mapping projects.

Education may not be used as substitution for specialized experience.

Specialized Experience Requirements:  

One year of specialized experience equivalent to a GS-11 in the federal service.  In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume.  Examples:  Define data need parameters for geospatial projects.  Calculate and analyze cumulative impacts of various environmental factors, and conduct 3D/spatial analysis and geospatial modeling to measure and predict various outcomes.  Design, develop, and manage geospatial databases, including conversion of digital data in various formats.  Develop and implement quality control and assurance guidelines for geospatial projects.  Provide technical user support for all aspects of geospatial data and software.  Develop and maintain effective working relationships with related groups, individuals, agencies, and the public to encourage and facilitate cooperative management strategies.  Participate on interdisciplinary (ID) teams.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.  If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

You will be evaluated for this job based on how well you meet the qualifications above.

If qualified, your score may range from 70-100 points.   In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

1) In depth knowledge of Geographic Information Systems and related technology using seasoned judgment to develop new insights into complex situations, apply innovative solutions to novel problems, and design new methods where established methods and procedures are inapplicable or are unavailable.

2) Knowledge of interrelationships between various natural and cultural resources (i.e. range, wildlife, soil, water, minerals) programs in order to work with a diverse group of resources specialist, planners, and managers to lead, coordinate, and implement geospatial applications.

3) Knowledge of the concepts involved in predictive modeling to generate computer models of resource distribution and behavior.

4) Ability to effectively communicate with a multi-disciplinary group in order to present complex or abstract ideas and information in easy to understand formats that increase understanding of Bureau programs, policies, and objectives.

5) Ability to lead and coordinate a variety of simultaneous projects. Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. Influences, motivates, and challenges other; adapts leadership styles to a variety of situations.
