If you are selected as an Administrative Officer with the Investigations Division (INV), your responsibilities would include leading the development of the division's Strategic Plan in alignment with the agency's Strategic Plan and Department goals. The incumbent serves as Program Manager of the Transcription, Purchase Card, Personal Property and SharePoint Programs/sites. This includes providing efficient and effective delivery of support services to a law enforcement division composed of a Headquarters office and 28 field, area, and domicile offices at 26 different physical locations. Examples of the areas include budget, acquisition, strategic planning, electronic and information technology (E&IT), travel, property, human resources, transcription, and SharePoint. Other duties include, but would not be limited to:

  • Collaborates with the AIG, INV staff and customers takes the lead for the design, development of the INV Strategic Plan, determines the changes needed, obtains reports of progress, and work with INV managers to determine appropriate strategic development methodologies to address how the organization defines and develops its view of the future. Serves as a key adviser to the AIG, DAIG, and other division leaders with respect to the design and implementation of administrative policies.
  • Uses strategic planning to integrate and link staff projects/work assignments though evaluation and assessment. Develops new and/or improve procedures and processes, self-assess results of past achievements, and uses data management to ensure integration or blending of objectives and efforts are achieved to determine if changes are needed, to obtain reports of progress, and work to with Division managers to determine appropriate strategic development methodologies to address how the organization defines and develops its view of the future.
  • Plans, formulates, and justifies substantial portions of the annual operating budget. Plans and supervises budget requests and expenditures for (1) diverse equipment categories to include investigative, E&IT, computer forensic and office; (2) services to include transcription; (3) software and licenses; and (4) supplies.
  • Collects data for developing measures; develops and uses a variety of automation software to extract information and evaluation effectiveness of program initiatives.
  • Provides strategic and administrative guidance necessary to accomplish the work of the division. This includes directing, assigning, and reviewing the work of subordinate employees and providing direction and advice to division employees on a variety of topics.
  • Analyzes work flow, determines problem areas, develops guidelines, and provides advice and assistance to higher-level management officials on all phases of administrative management, strategic planning methods, and solutions to areas of concern involving operating policies, programs, workloads, staffing and other managerial concerns.
  • Represents the office in meetings with officials, vendors, and members of external organizations.
  • Provides timely and thorough progress reports and responses to data calls from the Department, and other agencies regarding the agency's activities and performance. Providing numerous reports and position papers that contain technical and business analysis, identification of courses of action, and specific technical and programmatic recommendations.
  • Serves as SharePoint site owner for administration.

Qualifications

To qualify for this position at the GS-14 grade level, you must have one year of specialized experience equivalent to the GS-13 grade level obtained in the public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as:

  • Supervising and providing technical/administrative guidance necessary for accomplishing the work of the division. This includes assigning and reviewing the work of subordinate employees and providing direction to division employees and others on a variety of topics.
  • Ability to manage multiple administrative functions including budget and financial management, acquisition management, E&IT management, property management, travel, human resources, transcription, and SharePoint.
  • Experience requesting and managing the budget/allocation for an organization.
  • Experience providing numerous reports and position papers which contain technical and business analysis, identification of courses of action, specific technical and programmatic recommendations, and qualitative and quantitative methodologies for measuring outcomes.
  • Experience using strategic planning to direct key business driver by integrating and linking staff projects/work designed through planning, evaluation and assessment. In charge of the development of new/improved procedures and processes, self-assessment results of past achievements, and the data management to ensure integration or blending of objectives and efforts to achieve Division and goals.
IN ADDITION, YOU MUST ALSO MEET THE FOLLOWING SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (knowledge, skill, ability, or other characteristic basis to-and for-satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

You must have experience programming, formulating, and justifying an organization's operating budget plus experience in at least four (4) of the following administrative areas; strategic planning, budget and financial management, human resources, acquisition management, information and technology management, records management, and real and personal property management.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
