If you are selected as an Administrative Officer, your responsibilities would include, but would not be limited to:
Providing efficient and effective delivery of support services to a law enforcement Division composed of a Headquarters office and 28 field, area, and domicile offices at 26 different physical locations. Examples include budget, acquisition, E&IT, travel, property, human resources, transcription, and SharePoint.
Providing substantial technical and administrative guidance necessary for accomplishing the work of the Division. This includes directing, assigning, and reviewing the work of subordinate employees and providing direction and advice to Division employees on a variety of topics.
Planning and supervising budget requests and expenditures including but not limited to equipment, software and licenses, services and supplies. Areas covered include: law enforcement, E&IT, computer forensic, and office equipment, licenses, and supplies; and transcription, translation, computer forensic, and other law enforcement services.
Working with Division managers to determine appropriate strategic development methodologies to address how the organization defines and develops its view of the future. Analyzing work flow, determining problem areas, developing guidelines, and providing advice and assistance to higher-level management officials in the office on all phases of administrative management, providing solutions to problems arising in connection with operating policies, programs, workloads, staffing and other managerial concerns.
Collecting data for developed measures; developing and using a variety of automation software to extract information and evaluation effectiveness of program initiatives.
Representing the office in meetings with officials, vendors, and members of external organizations on matters relative to areas of responsibility such as presenting results of assessments and studies, influencing approval and implementation of solutions and plans.
Providing timely and thorough progress reports and responses to data calls from the Department, and other agencies regarding the agency's activities and performance. Providing numerous reports and position papers that contain technical and business analysis, identification of courses of action, and specific technical and programmatic recommendations.
Serving as SharePoint site owner for administration.
You must be able to obtain and maintain a Top Secret security clearance.
You must be registered for the Selective Service, if applicable.
You must successfully pass and are subject to random drug screenings.

Qualifications
To qualify for this position at the GS-14 grade level, you must have one year of specialized experience equivalent to the GS-13 grade level obtained in the public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as:
Providing technical and administrative guidance necessary for accomplishing the work of the division. This includes directing, assigning, and reviewing the work of subordinate employees and providing direction to Division employees and others on a variety of topics.
Ability to manage multiple administrative functions including budget and financial management, acquisition management, E&IT management, property management, travel, human resources, transcription, and SharePoint.
Experience requesting and managing the budget/allocation for a law enforcement organization.
Experience providing numerous reports and position papers which contain technical and business analysis, identification of courses of action, specific technical and programmatic recommendations, and qualitative and quantitative methodologies for measuring outcomes.
Experience translating strategic directions into key business drivers. Integrates and links staff projects/work designed to integrate and link strategic planning/evaluation/assessment. Is in charge of the development of new/improved procedures and processes, self-assessment results of past achievements, and the data management to ensure integration or blending of objectives and efforts to achieve Division and goals.
IN ADDITION, YOU MUST ALSO MEET THE FOLLOWING SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (knowledge, skill, ability, or other characteristic basis to-and for-satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
You must have extensive experience in planning, programming, formulating, and justifying an organization's operating budget plus experience in at least four (4) of the following administrative areas; budget and financial management, human resources, acquisition management, information and technology management, records management, and real and personal property management.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
