The position is located in the Office of the Secretary (OS) supporting the public affairs efforts by working closely with the Office of Scheduling and Advance, the Office of Administration and the Office of Civil Rights. The incumbent in this position serves as a Public Affairs Specialist (Social Media) in the Office of Public Affairs (OPA) with the responsibility for supporting the management team in the Office of Public Affairs.

The Office of Public Affairs at the Commerce Department is seeking a savvy, social media influencer to join our team.  The ideal candidate will have proven experience in writing content and designing campaigns specifically for social and devising organic social campaigns across a variety of platforms. Must have a sincere passion for marketing and social media and want to join our amazing creative team to do great, challenging work.

This Job Opportunity Announcement may be used to fill other Public Affairs Specialist GS-1035-9 FPL 11 positions within Office of the Secretaryin the same geographical location with the same qualifications and specialized experience.

This position is also being announced concurrently under Merit Promotion vacancy number: OS/IO-2019-0006. Applicants who wish to be considered under MAP and DE must apply to both vacancies separately.

Duties include:

  • Develops content on internal and external digital platforms, including but not limited to all posts and social discussions for the Department’s primary Twitter, Instagram, LinkedIn, and Facebook accounts.
  • Access social media platform metrics and assisting senior management with managing and compiling reports that measure the performance of the Department’s public content across websites, social media channels, and email lists.
  • Assist in designing and formatting promotional material for Commerce digital platforms. This will involve assembling and distributing digital press kits for major events and Departmental campaigns and driving and tracking consistent, relevant traffic, and leads from the DOC social network presence to the Agency’s website.
  • Create social media graphics and design appropriate image size per digital platform. This will entail researching new and innovative tools, programs, systems, software, services and social media industry trends to maintain relevancy with social media efforts and strategies.

Qualifications

Qualification requirements in the vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student' social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify for the GS-09: Applicants must possess one year of specialized experience equivalent to the GS-07 in the Federal Service. For this position, specialized experience includes all of the following:

  • Applying modern industry techniques to create engaging, effective multimedia content for use on various social media platforms such as, but not limited to, Facebook, YouTube, Instagram
  • Experience using the three major social media disciplines such as: social listening, social analytics and social engagement while managing the social media program of a brand, product, individual or organization
  • Experience creating multimedia content using a combination of writing, graphic design, photo manipulation and video editing skills and software.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

OR

Combination of education and experience: 
Applicants may qualify based on a combination of specialized experience and education. Experience and successfully completed education at the appropriate level (see above) may be combined to meet the total qualification requirements for the GS-09.

CTAP applicants MUST submit the following documents:

  1. A copy of your specific RIF notice; notice of proposed removal for failure to relocate; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).
  2. A copy of your SF-50 “Notification of Personnel Action”, noting current position, grade level, and duty location;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

ICTAP applicants MUST submit the following documents:

  1. A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
  2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/No, Multiple Choice questions) and place you in one of the three pre-defined categories.  The categories are “gold”, “silver” and “bronze”.  However, your resume or optional cover letter must support your responses to the scored occupational questionnaire, or your score may be lowered.  Candidates placed in the “gold” category will be identified for referral to the hiring manager and may be invited for an interview.

The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:

  1. Skill in using social media and managing websites content sufficient to layout and design project information in a visually aesthetic and user-friendly manner.
  2. Skill in analyzing programs, identifying the characteristics of target audiences and determining the most effective communication techniques to use in reaching these publics.
  3. Knowledge and skill sufficient for developing routine and recurring information materials both print and digitally published including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the organization's various publics.
  4. Knowledge and skill sufficient for determining the appropriateness of elements of an internal digital information program recommended and suggesting ways for improving future materials or adapting current materials to meet current needs more effectively.
