Summary

Duties

Help
  • Oversees complex and sensitive investigations of alleged or suspected criminal and civil law violations, agency rules and regulations, and white collar crime that involves fraud, waste, abuse and government corruption.
  • Determines which complaints to investigate, resource requirements, and scheduling of investigations or major projects.
  • Directs, manages, and supervises criminal investigation staff and investigative teams.
  • Interviews witnesses, subjects, and informants to collect data. Distinguishes between relevant and irrelevant information or evidence. Issues appropriate subject warnings. Issues documentary subpoenas.
  • Manages GAO-OIG Hotline by evaluating complaints to determining investigative or administrative actions, referring complaints to appropriate OIG staff, monitoring the Hotline activities, and conducting quality control reviews.

  • You will be required to separate on the last day of the month you become 57 or complete 20 years of service if over that age.

  • You will be required to complete a two-year probationary period unless you completed a probationary/trial period at GAO after October 1, 1980.

Qualifications

1. You must have experience in a law enforcement position where your primary duties involved investigating, apprehending, or detaining individuals suspected or convicted of offenses against the criminal laws of the United States or protecting the personal safety of United States officials.

2. Successfully completed the Federal Law Enforcement Training Center's Criminal Investigator Training Program (CITP) or an equivalent basic criminal investigator training program.

3. Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position.

Specialized experience is defined as:

  • managing a federal fraud, waste, and abuse hotline function;
  • independently issuing and enforcing subpoenas;
  • independently referring cases to prosecutors; and
  • determining appropriate search and seizure activities for an investigation (i.e., search warrants, when to give Garrity and/or Kalkines warnings at subject interviews).

You must meet all qualification requirements before the announcement closes.

4. If selected, you must pass a fitness-for-duty examination that will assess if you have:

  • Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints;
  • Arms, hands, legs, and feet that are sufficiently intact and functioning to perform the duties of the position;
  • Sufficiently good vision in each eye, with or without correction;
  • Near vision, corrective lenses permitted, that is sufficient to read printed material the size of typewritten characters;
  • Hearing loss, as measured by an audiometer, that does not exceed 35 decibels at 1000, 2000, and 3000 Hz levels;
  • Emotional and mental stability; and
  • Any physical condition that would cause you to be a hazard to yourself or others.

  • Mastery of investigative principles, techniques, methods and procedures, including identifying methods of interrogating and interviewing suspects/witnesses, locating, securing, and assembling documentary evidence and reconstructing records in the absence of established information.
  • Mastery of the Federal Rules of Evidence, the Federal Rules of Criminal Procedure, the Federal Criminal Code, and the Criminal Code of the District of Columbia.
  • Comprehensive knowledge of Council of Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Investigations.
  • Comprehensive knowledge of the basic principles, concepts, and methodology of supervision.
